  1. Program Overview (cont.) • Congress authorized 22 new billets to be filled in Summer of 2002 • 7 billets for passenger vessel marine inspection & prevention • 15 billets for passenger vessel prevention and emergency response preparedness activities

  2. 3 Major Program Elements • Incident Prevention with emphasis on: * Improved standards (IMO, PVSA) & improved compliance * Outreach(Industry and waterway user groups)

  3. 3 Major Program Elements (cont.) • Incident Response Preparedness and Mitigation * Identify risks and develop strategies and procedures to mitigate those risks * Develop/ensure compatibility of passenger vessel component in Coast Guard plans * Engage and partner with Industry * Conduct periodic exercises

  4. Managing Risks • Foreign Vessels: large numbers, fewer vessels, fewer voyages • Foreign cruise ships about 5 million • Domestic Vessels: smaller numbers, more vessels, more voyages • Subchapter T & K Vsls approximately 200 million passengers in U.S. • SOLAS –vs- U.S. T & K standards

  5. 4 Program Relationships • In Marine Safety (G-M), positions at • Compliance (G-MOC) position • Response (G-MOR) position • In Cutter/Boat/Aircraft Operations (G-O), positions at • Search & Rescue (G-OPR) position • Contingency Plans & Exercise (G-OPF) position • National Strike Force Coord. Center position to design & facilitate exercises • Coast Guard District positions to champion passenger vessel safety & conduct outreach

Marine Safety (G-M) Responsibilities • Office of Compliance (G-MOC) will • Provide overall program oversight & be the Program Manager for prevention activities • Office of Response (G-MOR) will • Develop a national program for conducting field & table top exercises • Coordinate with & get assistance from the National Strike Force Coordination Center

  7. Operations (G-O) Responsibilities • G-OPR Billet will build upon existing “Mass Rescue Operations” (MRO) work • Coordination between CG HQ Directorates • Coordination with passenger vessel industry in general • G-OPF exercises will better focused on: • Passenger ship contingency objectives • Integrating Passenger Vessel Exercises into CG Master Exercise Schedule

  8. Program Status “Outside the Beltway” • Marine Inspectors:Inspectors already assigned: Miami, New Orleans, Juneau, Honolulu, & St. Thomas • District Safety Specialists 10 total including MSO San Juan • NSFCC Exercise Planner

  9. Program Status • New COMDT Instruction is being routed • Currently being routed to G-M and G-O • Lists program objectives • Provides guidance / details for new billets at • staff positions • operational positions

  10. USCG-ICCL Exercise Workgroup • Team established to coordinate activities • Soliciting participation from government and industry

  11. USCG – PVA PAT • Should an MRO Subcommittee be formed? • Effective exercise program requires coordination (opportunity to prove 46 CFR 199.630 alternatives) • Industry input and participation is essential • Need to communicate exercise schedules to all involved
