  2. NOTES Regarding Senior Access Index NOTES from Dr. DeMaster: "Rates for 2011 are preliminary. Final Rates will be available for 2011 in September 2012.“ Numerator: "The numerator is the monthly average eligible Food Support/MFIP Food Portion participants age 60 and older for each quarter." To clarify - eligible actually stands for average number receiving Minnesota Food Support each quarter. Denominator: "The denominator is the American Community Survey (ACS) 1-year estimate for people age 65 or older that live at or below 125% of the Federal Poverty Level (FPL). The 2007 ACS was used for 2006 and 2007, the 2008 ACS was used for 2008, and the 2009 ACS was used for 2009, and the 2010 ACS was used for 2010 and 2011. The 2011 Senior Access Indices is preliminary, awaiting release of the 2011 ACS estimates.“ Over Estimate of Actual Senior Food Support Participation: "These data are over estimates of actual senior Food Support participation. The denominator does not include two groups of Food Support-eligible seniors who are included in the numerator: people aged 60 to 64 and people with incomes between 126 and 165% of poverty. The ACS does not provide data broken into the necessary age or income groups. Hence, the actual denominator is smaller than the denominator presented which causes the rate to be artificially increased.“ Notes Regarding The Boston Consulting Group Estimate: Numerator: People over 65 Denominator: The Boston Consulting Group used American Community Survey 1-year Estimate for 2008, US Census 2000 to estimate number of seniors at 125% of poverty, and 2008 Program Access Index to calculate the denominator --- Urban = 26,399 and Rural = 51,301 for total of 77,700.
