THE TRANSFORMATION OF THE EDUCATION SYSTEM A certainleveloftensionbetweenthethreeprotagonistgroups: • the state and politicalparties(themacro –leveloftheeducationprocess) • theteachers(themicro –leveloftheeducationprocess) • thewidepublic(the socio-political framework of the transformation processes)

  5. 1st stage after 1989 the state education policy, teacher pro-reform attitudes and the public opinion were in mutual compliance THE STAGES OF TRANSFORMATION • the public opinion suffers the so called "big disappointment" • the macro-level- "status quo" position • the micro-level- innovative changes 2nd stage 1992 - 1998 • the macro-level- a turnaround in the educational policy of the state: the National Program of Education in 2001; the new education law in 2008 • the micro-level- symptoms of stagnation • the public opinion- discussion about the unflattering results of Slovakia in the international assessment by OECD in reading, scientific and mathematical literacy (PIRLS, PISA, TIMMS) 3rd stage 1999 – till now 4th stage from now (???) should bring the systemic reform

THE LIMITATIONS • the methods of processing and understanding the curriculum - the lower secondary level is longer (5 years) than the primary level (4 years) - the current curricular policy is only partially decentralized - the new 2008 national education program, aiming to integrate the very teaching content, paradoxically, the standards are processed on the basis of the original teaching subjects, they do not integrate the teaching content • the status and professionalism of teachers - the teachers are becoming skeptical and the enthusiasm for innovation has faded away due to the insufficient stimuli - inadequate training of teachers at the academic ground
