  2. Reconstruction is • Task of rebuilding the former Confederate states and readmitting them to the Union

  3. 10 percent plan • Required voters in southern states to take an oath of loyalty to the Union • When 10 % of voters in state took oath state could form a new state government • Required to adopt a new state constitution banning slavery • Once state had adopted conditions then they could send a representative to Congress

  4. Lincoln did not want to punish South after war • He felt it would hamper the nation to heal • Offered Amnesty • Forgive any crimes if they would pledge loyalty • Confederate leaders would not be offered amnesty • Threes states di what Lincoln wanted • Louisiana, Tennessee, Arkansas • Congress did not accept the new states

  6. Wade Davis Bill • Congress passed their own Reconstruction • Three requirements • 1. Majority of states white males pledge loyalty • 2. Only white males who swore they had not fought against union could vote for delegates to state conventions • 3. All new states constitutions had to ban slavery • * Banned Former confederates from holding public office

  7. Freedmen’s Bureau • Formed to adjust to life after slavery • Helped with food, clothing, medical care to poor southerners • Set up schools, some were staffed with teachers from the North • Help to get their own land to farm • Or find work for fair pay

  8. Johnson’s Reconstruction • Pres. Lincoln shot by Booth • Andrew Jonson became Pres. – a southerner • He supported the Union during the War • Gave amnesty to most southerners if loyalty given to Union • High ranking Confederates only get amnesty by appealing to the president • Opposed equal rights for African Americans • Must abolish slavery • Ratify 13th Amendment
