  3. Budget Preparation Process Overview • January – Budget Retreat with Council • February, March – Budget Study Sessions • April – Deliver Town Mgrs Recommended Budget • April, May – Additional Budget Study Sessions • June – Adoption/Public Hearing Town of Oro Valley

FY 2010/11 Budget Messaging/Outreach • With Communications Administrator: • Centralized contact person, consistent messaging • Meetings with media • Result = more accurate reporting • Council Election Year • Provided all materials to Council candidates and invited to meetings • Newly elected members voted on budget • Public services insulated from deficit-closing measures Town of Oro Valley

FY 2011/12Budget Messaging/Outreach • Without Communications Administrator: • Decentralized media contact • Limited reporting • Increased inaccuracies • More public impact from deficit-closing measures • Increase utility sales tax • Eliminate public transit funding RESULT = Greater negative public reaction...recall effort and reevaluation of public transit funding Town of Oro Valley

  7. Other Successful Outreach Options • “Know Your Budget” handout • Monthly web-based newsletter – “Oro Valley Vista” • Involve staff in budget preparation – ambassadors • Web-based streaming Town of Oro Valley

  8. Lessons Learned • Designate centralized contact for media outreach • Citizen survey results helpful • Public input more meaningful if they understand all facts • Can never communicate enough – takes valuable time and resources Town of Oro Valley
