Local Mitigation Planning 2005 Report Findings: • A dollar spent on mitigation saves society an average of $4. • Of the communities studied, FEMA mitigation grants were a significant part of the community's mitigation history and often led to additional loss reduction activities.  • Mitigation is sufficiently cost-effective to warrant federal funding on an ongoing basis both before disasters and during post-disaster recovery.

Task 11: Local Plan Integration • Determine the effectiveness of local mitigation policies, programs and capabilities; • Identify opportunities to integrate and link local plans to the Oregon NHMP; and • Describe the process to support, through technical assistance and funding, the local plan update process.

Survey Feedback Questions: • How much involvement do you have with Goal 7 (i.e. comprehensive land use) planning? • To what extent are planners involved in your local NHMP planning efforts? • What barriers (if any) prevent you from participating in Goal 7 planning efforts? • How can the State Mitigation Plan better assist local planning efforts?
