  5. background • Under the authority of the Ministry of Economy and Sustainable Development, the Georgian National Tourism Administration (GNTA) is in charge of Georgian tourism policy. • The GNTA through this Twinning project aims to improve the structural and legal framework governing tourism in Georgia. • The aim is to give more autonomy to local communities to enter into partnerships with the private sector. • This will facilitate the setting up of Destination Management Organisations (DMOs) which will gather together, on a voluntary membership basis, private sector businesses including hotels, guesthouses, tour-guides, attractions and leisure suppliers. • As part of the project a Training needs analysis will be carried out and appropriate training courses will be delivered.

  6. Main objective The overall objective of the project is to increase the contribution of the tourism industry to economic development and job creation in Georgia. There are three main areas of activity: Structure Legislation Capacity Building

Expectedoutputs The results of this Twinning Project will be: • The creation of an effective and functioning model of national tourism administration (NTA) and Destination Management Organisation (DMO) network • Assistance in drafting a new legislative framework adequate to the needs of the tourism sector in Georgia • Enhancement of the skills and knowledge of the staff of the Georgian National Tourism Administration (GNTA), of the Destination Management Organisations (DMOs) and of representatives of the private sector

Project Components Structure- Component 1 Assistance to elaborate a new model of National Tourism Administration and establish Destination Management Organizations network Legislation - Component 2 Assistance to draft new legislative framework adequate to the current and future needs of the tourism sector in Georgia Capacity Building - Component 3 Enhancement of the personnel capacity of the GNTA, the destination management organizations’ staff and representatives of the private sector through specific training

Structure- Component 1 Assessment of the current situation and formulation of proposals to elaborate a new model of NTA and to establish destination management organizations network Working group sessions with GNTA staff and other stakeholders to define a common approach and possible solutions Conducting 2 study-visits for top and middle management of GNTA staff and representatives of the private sector related to experience in NTA and DMO in Austria Provide assistance to establish a model of NTA and DMO network based on EU best practices

Legislation- Component 2 Study analysis and impact assessment of the existing two laws (primary and secondary) Working group sessions to identify possible solutions to a new legislation basis related to the tourism sector in Georgia Conducting study-visit for top and middle management of the GNTA staff and representatives of the private sector to study the legal tourism framework in Austria Assistance to draft new legislation defining institutional competences, professional activities and liabilities Possible impacts of the new legislation Assistance to submit the new legislation framework to the Cabinet of Ministers

Legislation - Component 2overriding project principles • Tourism development should in agreement with the Georgia-EU cooperation plan go hand in hand with natural resource management and protection for sustainable development; • Should facilitate the involvement of private sector and local community in tourism development activities; • Legislation should also focus on disadvantaged areas, besides the main tourist destinations; • The new legislation, tourism being a cross-sector, should also reflect responsibilities and roles of the different government agencies concerned;

Legislation - Component 2overriding project principles • Should ensure the rights of international/local tourists and define liabilities; • Should ensure the rights of participating businesses, inbound-outbound tour operators and all other concerned players in tourism field; • Should adapt and approximate the tourism legislation to EU legal standards for the tourism sector; • Should provide a legal framework for GNTA’s and DMO’s activities, legal clarity and legal impact assessment.

Capacity Building - Component 3 Conducting training needs analysis of the GNTA, DMOs staff as well as private sector Analyze the status of knowledge and skills Assess the gaps in relation to the state of the art of tourism organisations Define the gaps according to the changes in Georgian legislation and structure Define the target groups, contents and methods of training to be delivered

  22. Capacity Building - Component 3 2. Developing a comprehensive training programme Should combine the implications of the findings of the other components with overall training needs. Should contribute to successful implementation of the new legislation and structure Develop a tailor made training programme consisting of class training, on the job training, individual coaching, debriefing sessions for colleagues etc.

  23. Capacity Building - Component 3 3. Organizing training sessions Should enrich trainees with state of the art knowledge and techniques and help them to apply these in their daily work Conduct trainings for GNTA (up to 15 p), DMO staff (up to 40 p) and representatives of the private sector. Work side-by-side with GNTA counterparts Final study tour for 5 best qualified participants of the training sessions to Austrian tourism organisations

  25. Role of the RTA • My title is Resident Twinning Advisor (RTA). Only member of the visiting team who will be here permanently for the whole duration of the project - 15 months • Role: co-ordination, project management, & visibility (raising awareness of the project outside GNTA) • You will find Monica, Ekaterine and me on the 5th floor of the GNTA building (Ministry of Culture side door).

  26. Twinning – Main Features • Demand driven • All MS key experts must have an identified counterpart in the beneficiary partner administration • Key feature: joint project in which both partners commit themselves in advance to work towards commonly agreed mandatory results

  27. Traditional Technical Assistance • Private expertise • Provision of services by consultants • Offer selection based on quality of proposal and price • Useful when there is a relevant technical gap in the level of development of the Beneficiary institution • Normally short term time frame

Twinning vs Traditional TA • “Peer to peer” longer term exchange of hands-on public sector expertise and experience • Results (jointly agreed) linked to best practice • Political commitment • EU Member State proposal selection based only on quality of proposal (flat rates) • Higher level of sustainability
