  3. Richtlijn HE 2020 Doelstellingen 2020 • Europese Unie : 20% • Voorstel België : 13% • Biobrandstoffen : 10% Ook tussentijdse doelstellingen Aandeel op het finaal verbruik Bindend – sancties mogelijk

  4. Richtlijn HE 2020 Definitie Biovloeistof - Biobrandstof Biovloeistof : Vloeibare brandstof voor energie die uit biomassa geproduceerd is. Biobrandstof : Vloeibare of gasvormige brandstof voor transport die uit biomassa geproduceerd is.

  5. Richtlijn HE 2020 Nationaal actieplan vereist • Sectorale doelstellingen voor groene stroom, warmte en biobrandstoffen • Omschrijving maatregelen • Tegen 31 maart 2010

  6. Richtlijn HE 2020 Garanties van oorsprong • Nieuw voor groene warmte • Verplicht voor installaties > 5 MW • ‘handel’ tussen lidstaten

  7. Richtlijn HE 2020 Specifieke bepalingen voor biobrandstof • Diesel met 7% biobrandstof moet tegen 31/12/2010 op verkooppunten beschikbaar zijn met 10% biobrandstof tegen 31/12/2014 • Bijdrage van tweede generatie biobrandstoffen telt dubbel voor quotaverplichting. • Lidstaten verplicht om het publiek te informeren

  8. Richtlijn HE 2020 Duurzaamheidscriteria • Voor biobrandstoffen en biovloeistoffen • Vereist voor meetellen doelstelling en steun • Criteria: 1) BKG-emissiereductie 35% 2) Biodiversiteit 3) Grond met hoge koolstofopslag 4) Landbouwproducten in EU

  9. Richtlijn HE 2020 Verdere maatregelen voor lidstaten • Administratieve belemmeringen wegwerken • Ontwikkelen technische standaarden • Minimumniveaus voor hernieuwbare energie in gebouwen • Informatie en vorming • Certificering van installateurs • Toegang elektriciteitsnet bevorderen
