SITREP #1 at 0700, Day 1 During the previous two days, four and a half (4 ½) inches of rain have accumulated. Last night the National Weather Service (NWS) issued a thunderstorm warning from 2:00 am this morning until 3:00 pm this afternoon. A Tornado Warning is in effect from 6:00 am until 7:45 am. At 5:30 am your office received a call from Mr. Paul Britt, the Parish School Superintendent, asking for advice to give to the School Board. The School Board would like to know whether the Parish Schools should be closed or whether conditions will remain favorable for the day and a safe return of students by 6:00 pm. At 6:30 am Cecil Hall, reports that high winds or a tornado have damaged several houses and the power is out in the Seven Oaks subdivision of Hebron. From what he can see in his neighborhood, winds have knocked down trees on houses and into the road, ripped the roofs off a couple of houses and power lines are down, affecting about 35 homes. The Hebron Fire Department has a rating of five (5). However, the local Volunteer Fire Department outside Hebron’s limits does not have 700/800 MHz radios.

Damage Assessment report is 30 houses with minor damage, 10 houses with moderate damage, 23 houses/trailer houses with major damage and 8 houses destroyed. • Public Information • How will you organize the Public Information function? • What content will be included in you public information reports?
SITREP #2 at 1600, Day 1 Since 7:00 am, five (5) inches of rain have fallen for a total of nine and a half (9 ½) inches. It has been reported by the Mayor of Joppa that 62 houses have standing water, several houses have major damage and numerous secondary roads are flooded. Also, two of the three pumps at the Town’s potable water treatment facility have failed and the city is without potable water. The Town of Rome has had several calls from citizens both within and outside the town limits looking for shelter locations in case they have to leave their homes. The Mayor has requested additional sandbagging sites be set up for citizens to protect their property. His Department of Public Works (DPW) has worked through the day to sandbag around the Town hall and the Rome High School, Gymnasium and water treatment control building, but have depleted their capacity. And calls have been received for tarps and sandbags throughout the parish.

SITREP #3 at 0900, Day 2 During the evening, the Governor signed the State Declaration. Along with the declaration announcement, the State has begun asking about scheduling the Preliminary Damage Assessment (PDA) teams. Light rain has continued to fall through the night with another three quarters (3/4) of an inch accumulating. The water in rivers, streams and drainage canals continues to rise. The NWS predicts a break in the rain during the afternoon and the rivers will crest during the night, starting to fall tomorrow morning. 2,500 citizens are now sheltered in four shelter sites. The Red Cross has opened shelter sites in the Rome High School Gymnasium, the Hebron High School, a community center in Hebron and the Joppa Golf Course Clubhouse. This morning, the Hebron Community Center lost power when a sub-station failed. Finally, the Handy Stop mini-mart in Hebron is willing to open up if you can provide power and security

SITREP #4 at 0900, Day 4 The Rivers have crested and are falling; the roads throughout the parish are now passable. Parish personnel report through the damage assessment that 45 of the families currently in shelters will not be able to return home, or to other housing, for approximately 6 weeks. The Joppa water system will not be fully operational for at least ten (10) days. The power sub-station has been restored and the power has been restored to 82% of the parish, and Pelican Power and Light estimates 100% power restoration within days. Debris piles are growing at curb side as residents began to clean yards and damaged houses. The state has requested possible site locations for a Disaster Recovery Center (DRC).
