Meeting Objectives • Communicate the outcome of the BTC brief • Develop an understanding of why the CONOPS is the collective vision for the new Personnel and Pay capability • Engage in a robust discussion of the CONOPS • Understand the importance of a cohesive, functional governance plan ensuring alignment and integration of requirements across the Navy • Discuss the Business Capability Governance Model and Program • PASS update presentation by CNIC N1 • Understand initiatives in play in FY11 and FY12 that address Personnel and Pay delivery • Discuss opportunities to support Navy Military Personnel and Pay in the near term

Desired Outcomes • Endorse concepts for: • CONOPS • Business Capability Governance Program • Confirm undertaken initiatives effectively address needs and expectations for Sailors, providers and leadership in afloat, deployed and shore environments • Establish a ‘Champion’ and working groups for reviewing personnel service delivery by business processes in a limited bandwidth environment and recommending process improvements that will not disadvantage Sailors • Set battle rhythm for follow on meetings based on the Capability Governance Program
