  1. Postgraduate Initial Teacher Training Recruitment analysis and SKEs Mark Crowley Lecturer in Science Education

  2. Overview • To consider • ITT allocation and recruitment during 2013-14 • ITT allocation for 2014-15 • Overview of changes SKE and the impact • Likely recruitment for 2014-15

  3. Sources of data • 2013-14 Allocations • www.gov.uk/government/publications/initial-teacher-training-allocations-for-academic-year-2013-to-2014-final • Main tables: SFR32/2013 2013-14 Census* www.gov.uk/government/publications/initial-teacher-training-trainee-number-census-2013-to-2014 Main tables: SFR49/2013 *Provisional recruitment to initial teacher training programmes in England in the academic year 2013 to 2014.

  4. How well did PG-ITT do overall? Secondary Census 12,960 In total, 78% of global allocation has been filled Secondary Allocation 16,515 8% SD salaried 1070 SD salaried 1935 "Provider Led" 9320 In total, 60% of School Direct allocation has been filled. 12% HEI PG 9363 57% HEI PG 20% SD fee 2630 25% Similarly 90% of HEI/EBITT allocation has been filled 72% 63% SD fee 4200 6% EBITT But there was significant over allocation in many subjects. EBITT 1017 Using percentage distribution of places, =1.956, P-value = 0.376. Null hypothesis accepted. (No significant difference between %allocation and %census)

  5. NCTL's Allocation and Targets There was an over-allocation equivalent to 24% of the global PG target

  6. NCTL's Allocation and Targets

  7. November ITT Census 71% of NCTL's target for Physics has been achieved compared with global figure of 97% . Let's consider how well the different routes in teaching recruited for Physics.

  8. Physics 2013-14 Total allocation 1,370 = 20 places

  9. Physics 2013-14 510 School Direct places 860 HEI and SCITT places Total allocation 1,370 = 20 places

  10. Physics 2013-14 500 + 10 School Direct places 620 + 240 HEI and SCITT places Physics with Maths Total allocation 1,370 = 20 places

  11. Physics 2013-14 500 + 10 School Direct places 620 + 240 HEI and SCITT places NCTL’s target 990 Total allocation 1,370 = 20 places

  12. Physics 2013-14 510 School Direct places 860 HEI and SCITT places NCTL’s target 990 72% of allocation Total allocation 1,370 620 370 = 20 places Individual targets were not set by the NCTL. These have been calculated from the ratio of allocations i.e. "proportional targets"

  13. Physics 2013-14 130 School Direct places filled 560 HEI and SCITT places filled NCTL’s target 990 620 370

  14. 130 School Direct places filled 560 HEI and SCITT places filled Physics 2013-14 57% of NCTL’s target 13% of NCTL’s target 90% of proportional target 67%of individual allocation

  15. 130 School Direct places filled 560 HEI and SCITT places filled Physics 2013-14 57% of NCTL’s target 13% of NCTL’s target 36% of proportional target 90% of proportional target 25% of individual allocation 67%of individual allocation

  16. Sources of data • 2014-15 Allocations • https://www.gov.uk/government/publications/initial-teacher-training-allocations-for-academic-year-2014-to-2015 NCTL removed the cap on physics and maths – they met all requests from eligible good and outstanding lead schools and ITT providers. *Provisional allocation to initial teacher training programmes in England in the academic year 2014 to 2015.

  17. 850 School Direct places 990 HEI and SCITT places Physics 2014-15 NCTL’s target 990 54% of allocation Total allocation 1,840 530 460 = 20 places Let's apply the same numbers of recruitment as 2013-14 to this allocation…

  18. 130 School Direct places 560 HEI and SCITT places Physics 2014-15 57% of NCTL’s target 13% of NCTL’s target 106% of proportional target 29% of proportional target The late changes to SKE will significantly impact on the source of this number. Could be down by 100-200 trainees. 15% of individual allocation 41% of individual allocation

  19. Prior SKE – uptake • The Teaching Agency data showed the number of SKE registrations: 0 250 500 750 1000 1250 1500 Chemistry D&T ICT Mathematics No break down according to length of SKE course studied. 592 during 2010-11 Physics 551 during 2011-12 Other science Physics, Chemistry & Mathematics formed 73% of SKE registrations https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/224705/DFE-RR301A.pdf

  20. Prior SKE – uptake • Data have been requested from the NCTL about uptake during 2011-12 and 12-13 – specifically broken down to show how popular the different lengths of SKE courses have been. • This will hopefully be available from the NCTL shortly.

  21. Physics (weeks) OFSTED Provider Rating (2009) 2 4 8 12 16 24 28 32 36 Prior SKE - providers on 2012-13 directory OFSTED "Outstanding" ITT tended to offer short SKE courses.

  22. Current SKE - major changes • On 29th May 2013, the NCTL contacted universities with information on their proposed changes to SKE. • no financial support for "short" courses (50-100hr); • plans to only fund Chemistry, Physics, Computing and Maths; • outstanding ITT providers can access “long” SKE courses; • greater use of summer schools and on-line/distance approaches; • can be undertaken alongside ITT, or after ITT, but prior to QTS; • SD schools will be able to "draw down resources from the NCTL" Only these universities had guaranteed PGCE places for 2014-15 and could request 24-36 weeks SKE provision for their trainees. Many responses to the consultation process recommended that this proposal will not help students reach the Teaching Standards for subject knowledge.

  23. Current SKE - providers on 2013-14 directory

  24. Changes to SKE 16 Providers 14 12 10 8 6 4 2 0 2 4 8 12 16 20 24 28 32 36 Length of SKE

  26. SKE in HoPHansard: HC Deb, 18 December 2013, c686W NicDakin: What assessment [the secretary of state] has made of the effects of the time taken to allocate SKE places on the capacity of universities to recruit in… 2013-14. For what reasons the allocation of SKE to universities in… 2013-14 was not made until 8 Nov.

  27. SKE in HoPHansard: HC Deb, 18 December 2013, c686W David Laws: Following the review of the SKE programme and subsequent consultation with stakeholders, we have changed the way SKE operates. Once… providers had [ITT] allocations confirmed on 31st Oct, they could be informed on 8th Nov that they could access funding for SKE. This was to increase their capacity to recruit from 21st Nov, when the UCAS Teacher Training application system for ITT opened.

  28. 850 School Direct places 990 HEI and SCITT places Physics 2014-15 NCTL’s target 990 54% of allocation Total allocation 1,840 530 460 In light of the new SKE regime, how well are we recruiting to these numbers? = 20 places
