Overview • $750,000 Housing Rehabilitation Grant • Housing Rehabilitation Program • Home-owner occupied rehabilitation and/or demolition/reconstruction • Older homes (30+), where home is deteriorating and homeowner has no funds/ability to repair (i.e. seniors or disabled persons on social security) • Benefits homeowner, neighborhood, and contractors

Key Points • Grant Budget • $617,500 Housing Rehab (Estimated 10 Homes) • $20,000 Temporary Relocation • $112,500 Grant Administration • Beneficiaries • Meet Income Limits • Owner Occupied • Clear Title, Insurance, Qualified Unit • Long-term Affordability • Secured through Soft-Second Mortgage • Bidding and Contractors • Local Recruitment, Fair and Open Process

  4. Item #3 – Grant Agreement • Federally-Funded Sub-Grant Agreement with State of Florida, Florida Department of Community Affairs • Two Year Term to Carryout Program • Outlines Numerous Federal/State Regulations • Includes Grant Budget • Work Plan for Program

Item #4 – Grant Consultant • On November 2, 2011, City Council approved continuing services contract with Guardian • Guardian completed Grant Application at No-Cost • Cost of Work Order through Grant Funds • Grant Administration Budget $112,500 • Guardian Work Order $84,000 • Flagler County MOA $15,000 • Other Administration $13,500

  6. Item #5 – CDBG Purchasing Policy • State requires CDBG Purchasing Policy be Adopted by City Council

  7. Recommendation • Consistent with City Council Goals focusing on Neighborhoods • Prosperity 2021 – Keep Palm Coast Beautiful & Encourage Homeownership and Reinvestment • Staff recommend approval of all three (3) items.
