Study Committee B3 - Organization SC B3 comprises three Advisory Groups which support the Chairman, make recommendations and motivate decisions: • a Strategic Advisory Group, • a Customer Advisory Group, • a Tutorial Advisory Group , The organisation scheme is now based on five Advisory Areas animated by five Area Advisors. They assist the Chairman: • to coordinate the present activities of the working groups within their Advisory Area, • to propose future technical activities of the SC. • The Area Advisors are members of the Strategic Advisory Group. All the SC B3 working groups have Terms of Reference fulfilling the requirements of the new study committee reference model. Apart from these groups SC B3 has, jointly with the study committees A3 and B5, a Co-operation Group acting as an advisory group on topics related to two or even three study committee scopes

  3. AA 1: Advisory Area “Concepts and Developments”  The advisory area covers the whole substation in a system approach as nodes of optimal power systems. WG B3.01 - Substation Concepts (Convener: John Finn - UK) • TF03: Compacting Substations through insulation reduction • TF04: Multifunctional Substations :The impact of new functionalities on substation design Activities: • Compacting Substations through Insulation Reduction – Electra Report – October 2006, • Multi Functional Substations - Impact of New Functionalities on Substation Design – brochure - February 2007 • The issue of these documents completed the activities of WG B3.01. WG B3 JWG C12/C14 – Circuit Configuration Optimization (Convener: Gerd Lingner ) Objectives: • To develop guideline for the process of circuit optimization and a tutorial for existing arrangements. Activities: • Kick-off meeting in Rome (Mar 2007) • Interim report in 2008. • Final report expected in 2009.

AA 1: Advisory Area “Concepts and Developments”  • WG B3.11 - Combining Innovation with Standardisation (Convener: John Finn - UK) Objective: • To investigate benefits of innovative (new technologies and arrangements) and conservative (proved standardized designs) approaches and to try to find ways in which the benefits of these two apparently contradictory philosophies can be combined for future, • Identification of benefits from innovation and benefits from standardization (questionnaire), • Analysis of commonality and conflict between the two philosophies • Recommendation on combination of the two philosophies and on methods for dealing with the perceived conflicts. • Analysis of the areas of commonality and conflict between the two philosophies • Recommend ways in which the benefits of both approaches may be combined and methods for dealing with the perceived conflicts. • Disseminate the results through a report and/or papers and through presentation during relevant events Activities: • An ELECTRA report has been published in the October 2006 issue. • A questionnaire has been prepared and issued in November 2006. AA 1: Advisory Area “Concepts and Developments”  • WG B3.12 - Obtaining Value from Substation Condition Monitoring (Convener: Arthur J Mackrell - UK) Objective: • Identify available condition monitoring devices, detail benefits claimed for these, identify factors to be considered in answering the question ‘will this device be cost-effective?’, derive algorithms to facilitate decision and what aspects of condition monitoring will provide real benefits • Investigate condition monitoring systems currently available (stand alone as well as integrated in protection and control systems) and analyze factors for optimum solution for an individual utility, • Attempt to derive an algorithm combining the various factors to assist utilities in making the decision on which aspects of condition monitoring will provide real benefits as opposed to those which simply can be monitored. • Disseminate the results through a report and/or paper(s) and through presentation during relevant events Activities: • A final questionnaire which was sent out in 2007, analysis of the responses completed. Meetings in Berlin (Sept 2007) and Phoenix (Feb 2008) led to finalising main chapters and completion of questionnaire analysis. Last meeting in Paris (Aug 2008) discussed the “value” concept as applied to the final report. • Revised target dates: Obtaining value from Substation Condition Monitoring – Electra full Report – end 2009 and brochure in late 2010.

AA 1: Advisory Area “Concepts and Developments”  • WG B3.13: Reducing replacement time of HV Equipment (Convener: François Gallon - France) Objective: • To investigate engineering concepts, equipment assemblies and working methods to reduce considerably outages for HV equipment replacement (de-regulated market requirements), • Identify the trends of the replacement policies, taking into account the life cycle of HV equipment presently on the market , skills of the workforce and comparative cost for repair versus replacement • Identify engineering concepts which may facilitate the replacement in the future, • Identify working methods (for example live working, by-passes..) in order to optimize the outage time and the associated intervention cost. Activities: • Meetings in Dublin (Apr 2006), Paris (Aug 2006), Milan (Mar 2007), Berlin (Sep 2007), Paris (Aug 2008). • Questionnaire has been prepared and released in summer 2007, 35 replies obtained. Results, structure and presentation discussed during last meeting. Some sections and study cases available. • Electra publication of questionnaire results – late 2008 or early 2009. • Reducing replacement time of HV equipment – brochure – Summer 2009.

AA 2 : Advisory Area “Gas Insulated Substations” The advisory area covers all aspects of design, construction, operation, maintenance and life-cycle management of the primary installations of gas insulated substations and gas insulated lines. • WG B3.02 Gas Insulated Substation (Convener: Wolfgang Degen, Germany) • The guide “Practical SF6 Handling Instructions” was published as a Technical Brochure in August 2005. • Work on further guides is postponed, due to a lack of resources. • JWG B3/B1.09 : Application of long high capacity Gas Insulated Lines in structures (Convener: Hermann Koch – Germany) Activities: • Work is in progress, meetings in Stratford u Avon (May 2007), Osaka (Nov 2007) – joint meeting of B1 Cables and B3 Substations was very productive. • “Application of Long High Capacity GIL in Structures” published in Electra May 2008 • Brochure to be published as planned in 2008+. • WG B3-17 Residual life concepts HV GIS (Convener - Chris Jones) • New task on “Guide for the preparation of residual life concepts” has been completed, • Working draft has been prepared, Canadian Participation: • One Canadian Representative in this WG, Ms. A.M.Sahazizian (HydroOne) Publications: • Evolution of GIS into 21st century – final version – September 2006, • Residual Life Concepts – brochure - May 2007 • GIS – State of the Art 2008 – September 2008 ready for submission to SC.

AA 2 : Advisory Area “Gas Insulated Substations” • WG B3-18 - SF6 Tightness Guide (Convener: Peter Glaubitz, Germany) This WG has close cooperation with IEC and IEEE: • Contributions to IEC 62271-303 and 62271-203, as well as IEEE P1712/D1 “Guide for SF6 Handling for HV Equipment. • New working items: SF6 analysis for equipment condition assessment, Extension and maintenance issues on existing SF6 equipment, Direct connection between GIS and Transformer/cable, Use of alternative gases in factory tests to reduce SF6 emissions. • End of life treatment of SF6 electric power equipment Activities: • SF6 tightness guide – latest draft September 2008. • Last meeting: Erlangen (Germany) - Sept.2008, • Future meetings: Lodi (Italy) – Nov. 2008, Baden-Daettwil (Switzerland) – Jan.2009, Berlin – March 2009, Oslo – May 2009. • WG B3-20 - Mixed Technologies Switchgear (Convener: Wolfgang Degen, Germany) • Study and comparison of advantages/disadvantages of MTS with AIS and GIS. Canadian Participation: • Two Canadian Representative in this WG – Ms. A.M. Sahazizian, HydroOne, Mr. Toly Messinger, BCTC. Activities: • Last meeting in Prague (May 2008) • Case studies assembled. • Next meeting in Italy (Nov 2008). • The brochure is almost ready for publication. Probably Dec 2008 • MTS Information – paper Electra – 2006/2007 • AIS/MTS/GIS Comparison – paper Electra 2008,

AA 2 : Advisory Area “Gas Insulated Substations” WG B3-22 – Technical Requirements for Substations Exceeding 800 kV (Convener: Takeshi Yokota - Japan) This WG started recently Scope and Goal: Review current knowledge and experience for UHV technology Cooperate with other CIGRE SC’s on AIS, GIS and MTS apparatus in UHV substations. Identify points of agreement between UHV substation and apparatus design. Identify and document best practices for maintenance of UHV substations. Deliverables: 2008: SC paper and possibly Electra paper on leading edge specifications for >765kV 2009: recommendation for future activities. Slide 9

AA 3 : Advisory Area “AIS Substations” This advisory area covers all aspects of design, operation, maintenance and life-cycle management of the primary installations of air insulated substations Specific subjects of expertise of this AA include: • Design philosophy, Physical security, Environmental aspects, Renewal of existing AIS‘s, Management of shared substations, Mixed technology substations, in cooperation with AA2, Commissioning, Design quality control, Cost efficiencies of AIS • The following WG/TF’s operate under the guidance of AA3: • WG B3-03 : Renovation of Existing AIS (Convener: Anne-Marie Sahazizian – Canada) • The main task of this WG is to complete the brochure on “Guidelines to an optimized approach to the renewal of existing air insulated substations and associated Electra paper, Activities: • Guidelines to an Optimized Approach to the Renewal of Existing Air Insulated Substations – brochure and article in Electra – August 2006, • This WG finished its activities and it has been disbanded, Canadian Participation: • Two Canadian Representatives in this WG, • TF B3.07 : Shared substations (Convener: Antonio Varejão de Godoy) • Final Report (Summary Paper) has been completed and was presented in Paris, • The Task Force has been disbanded,

AA 3 : Advisory Area “AIS Substations” • WG B3-15 - Cost Reductions of AIS (Convener: Koji Kawakita - Japan) Canadian Participation: • Three Canadian Representatives in this WG Mrs. Anne-Marie Sahazizian – Hydro One, Mr. Toly Messinger – BCTC, Mr. Tibor Kertesz – Hydro One, Objective: • To produce a set of guidelines for effective and efficient design, construction, and commissioning processes to minimize re-designs, re-works, and multiple checks and to present cost reduction opportunities achieved by using pre-engineered, pre-fabricated, pre-tested integrated equipment and installations typical for AIS, Activities: • Questionnaire replies received and data analyzed, second draft of the brochure was discussed in Berlin in Sep 2007. • Optimizing Engineering and Construction Cost of AIS Substation – brochure and article in Electra – Aug 2008. • Brochure ready for publishing by end of 2008.

AA 3 : Advisory Area “AIS Substations” • WG B3-21 – Turnkey Substations (Convener: Tibor Kertesz - Canada) Canadian Participation: • Three Canadian Representatives in this WG Mrs. Anne-Marie Sahazizian – Hydro One, Mr. Toly Messinger – BCTC, Mr. Tibor Kertesz – Hydro One, Objective: • Development of guidelines for turnkey air-insulated substation projects involving construction of new substations, refurbishment and/or replacement of existing ones, focusing on increased availability and optimum project schedule. • Contractor qualification/certification requirements. • Review of experience with turnkey projects for AIS, documenting do’s and don’ts in case studies. Activities: • Preliminary draft of brochure was discussed in Berlin in Sep 2007, • Draft was discussed in Prague (May 2007) and revised by the Canadian representatives during summer. • Meeting in Paris (Aug 2008) reviewed new draft and assigned case studies to be added. • Next meeting: Nagoya Apr 2009. • Electra paper and brochure before 2010 Paris meeting,

AA 4 : Advisory Area : “Substation Management ” • WG B3.06 : Substation Management (Convener: Johan Smit - Netherlands) The tasks of this WG are covered by two active task forces: • TF04: substation life assessment and replacement philosophies for substation equipment, inventory and interaction of the many different influencing factors to the decision for replacement including risk assessment. • TF05: practical application of asset management information strategies, finalising previous work on designing an information strategy for asset management risk decisions by reviewing practical experiences with such strategy implementation. Activities: • The brochures "Practical guide for the outsourcing of utility services" and “General principles of asset management information strategies” have been finalized. • Contributions are being collected on the replacement philosophy for substation equipment. • On the item “Practical application of asset management information strategies” a survey has been prepared to get an impression from utilities about their policy and state of the art using data management to support asset management.

AA 5 : Advisory Area : “Secondary Systems ” Based on a system approach, this advisory area covers all aspects of the secondary installations in substations, with a particular focus on the interface and mutual influence of the secondary installation and the primary equipment. • WG B3.05 : Secondary Systems • During the B3 Colloquium in Tokyo in September 2005 a paper was presented on "Change management of substation automation systems". • This WG has completed their work and was officially disbanded in 2006. • WG B3.10 : Primary/Secondary system interface modelling for total asset performance (Convener: F. Baldinger - Netherland) • Kick-off meeting was held in June 2006. • The working group will focus on interfaces with primary equipments and help to consider the proper balance between factory and field testing. • The working group takes into account in his activity the process bus as defined in IEC 61850. • This WG will produce a guide which will help the substation owner / asset manager with the evaluation and selection process of the optimal solution for the substation architecture
