Busan HLF-4: A Unique Opportunity Forging a new consensus on aid and development? • Last and best chance to realise the global commitment towards the MDGs; • Refresh and reaffirm Paris / Accra principles; • Recognise the role of aid as contributor and catalyst for development results; • Improve the quality of partnerships through embracing partner country leadership, diversity and mutual respect; • Seek convergence based on complementary strengths and differentiated responsibilities; • First time to be held in Asia – lessons from economic transformation.

Partner Country Contact Group – Objectives • Candid assessment of progress at the country level • Identify issues with limited / no progress, determine reasons why • Consult on national priorities for future domestic and international actions • Contribute to a common Position Paper on common and differentiated positions on actionable outcomes and building blocks to be presented at Busan • Engage senior (ministerial) level political support / endorsement • Partner Country Position Paper by July 2011 WP-EFF

Partner Country Contact Group – Composition • Co-ordinated by WP-EFF Partner Country Co-Chair • Constituted by WP-EFF partner country representatives; • Supplemented by ad-hoc meetings of the PCCG at ministerial level (for example, to engage with donors at this level) • Position Paper to be drafted by ‘drafting team’.

Road to Busan – Africa’s engagement • 44 African countries (out of total 90 countries) taking part in the 2011 Survey on Monitoring the Paris Declaration • 9 African countries (out of 22) taking part in Phase II of the Paris Declaration Evaluation African countries will be the main source of evidence for Busan.
