  2. Why ? • Published in December 2008 • Still the only one & often used • Several EUPAN reports on some elements (DK, CY, LT, EL) + FI • Update before NL Presidency 2016 BZK/DGOBR/OPR/HKU October 2014 2

How ? • Same authors as in 2008 • Same topics as in 2008 + some extra or more in depth • Only for central public administration • Factsheets per Member State: as much as possible filled in by authors • Using recently collected information (EUPAN, FI, OECD, EC, ..) • Checked and completed by each Member State • Illustrated with examples of MS • Enriched with relevant information from COCOPS data base (opinions of TPM) BZK/DGOBR/OPR/HKU October 2014 3

When ? • Design of questionnaire/factsheet: finalized • Filling with recent information: ongoing – mid November 2014 • Sending to EUPAN Member States (MS): mid Oct. - End of Nov. 2014 • MS returning updated fact sheets to us : Nov. – mid Dec. 2014 • Analysis and first results: March 2015 (Part 1) • Addition of cases and COCOPS information: April – June 2015 (Part 2) • Final analysis and draft report: October/November 2015 • Presentation of final results during NL Presidency: January – June 2016 • Question: Contact persons of each Member State: HRWG or ....?
