  7. Seed Replacement Rate and target • (Qnty. in Qtls.) Note : Due to rodent pests damage of crops particularly paddy, State Department of Agriculture already approved purchase of jhum paddy seeds of 25,000 tins(one tin = 10 kgs) for free distribution to needy farmers. Depending on need, quantity of procurement will be increased for timely supply.

National Food Security Mission The Mission aims at increasing production of rice, wheat and pulses through area expansion and productivity enhancement : restoring soil fertility and productivity Creating employment opportunities and enhancing farm level economy to restore Confidence of farmers of targeted districts. 2.1 Mizoram where the stable food is rice is being excluded, and Government may reconsider inclusion of atleast two districts of the major rice growing in Mizoram such as Kolasib and Serchhip under NFSM – Rice. 2.2 Pulses cultivation in winter is encouraging for providing not only additional income but also provide food security to small and marginal farmers. Moreover, Mizoram is excluded on pulses programme of ISOPOM, at least two districts of the pulses growing viz Champhai and Mamit may be included under NFSM-Pulses.

National Agriculture Development Programme/ Rashriya Krishi Vikash Yojana Percentage share of agriculture & allied sector in a State Plan since 2003-04 to 2008-09. 3.1 A percentage share of expenditure by agri. & allied sector in a State Plan was 10.13 % in 2003-04, 10.99 % in 2004-05, 10.61 % in 2005-06, 10.01 % in 2006-07, 9.18 % in 2007-08 (revised) 7.84 % sectoral allocation during 2008-09. 3.2 State Level Sanctioning Committee (SLSC) was constituted on 5th December, 2007 under the Chairmanship of Chief Secretary and the Director of Agriculture as a Member Secretary vide No.23015/1/2007-AGR, Dt. 5.12.07 3.3 ATMA Districts were identified as a District Level Agency to formulate the District Agriculture Plan (DAP) vide No.23015/1/2007-AGR, Dt 21.2.08

  11. 4. Extension 4.1 Identified Nodal Officer (ATMA) : Director of Agriculture 4.2 Identified ATMA District 4 Nos (viz. Aizawl , Kolasib, Lunglei Champhai.) 4.3 Formation of Committee i. Inter Department Working Group and Notification ii. ATMA Governing Body iii. ATMA Management Committee. 4.4 Mizoram Agricultural Management and Extension Training Society.(SAMETI) have been registered under Society Act on 6.12.2005 bearing No.SR/MZ-113 of 2005-06. 4.5 During 2007-08 additional four numbers of ATMA districts were approved viz Lawngtlai, Saiha, Mamit Serchhip and SEWPS for new ATMA district submitted. 4.6 Approve allocation for 2007-08 as per SEWP Rs.177.23 lacs

  12. 4.7 AgrisNet • Rs. 127.00 lacs have been sanctioned for four ATMA districts • System Software, Hardware and Networking being implemented for • four ATMA districts. Application Software development progress by NIC, • Mizoram • Additional Proposal for other 4 ATMA districts submitted.

Seeds ( Availability, treatment, testing) • 5.1 Availability of seeds kharif (anticipated) • Paddy 2417 Qtls • Maize 1524 Qtls • Soybean 1688 Qtls • Arhar 90 Qtls • 5.2 Seed treatment. • 853 Qtls of certified Paddy seeds, 688 Qtls of Maize will be procure from • NSC and seed from Seed Village will be treated. • 5.3 Seed testing • State initiated for self sufficiency in certified seed production – Notification of • State Seeds Certification Agency, State Seed Testing Laboratory, Seed Analyst, • Seed Inspectors and Registration of Certified Seed Producers.

  14. 6. Agriculture Marketing The process of amendment to the Model APMC Act and APMC Rules being examined and scrutinized by the Law & Judicial Department for adoption in Mizoram.

Integrated Nutrient Management (INM) 7.1 Fertilizers: • Due to hilly terrain, cultivation area is limited and consumption of fertilizers • is low as 5Kg/Ha. • Availability during Kharif season , 2007 • Urea – 1010 MT, • DAP – 1300 MT, • MOP - 800MT • Requirement of fertilizers for Rabi 2008-09.(Anticipated) • Urea : 2000 MT • DAP : 1500 MT • MOP : 1000 MT • Acid soil amelioration • Slaked lime, etc : 4000 MT • Strengthening of Testing Laboratories • Bio-Fertilizers unit with 50 Ton per annum capacity have been established • and proposed to revitalized through PPP mode.

Best Practices Adopted by the State • In order to decrease the area under jhum cultivation, major thrust is given on • Oil Palm cultivation under ISOPOM where the net revenue returns per hectares • tends to be higher • At present, the seven District are selected for cultivation of Oil Palm. • During the Xth Plan, about 850 Ha have been put under cultivation out of the • targetted 1350 Ha. • During XIth Plan, 29,650 Ha have been targeted. • During 2007-08 an additional area of 1614 Ha under Oil Palm cultivation and • 2600 Ha is targeted for 2008-09.

Any other issue of importance 9.1 Present Situation of Mautam. • Flowering and fruiting of Melocanna baccifera was observed throughout Mizoram since October, 2006 • Dendrocalamus hamiltonii was observed to flowers simultenously with Melocanna baccifera • Rodents were observed to be active in the flowering areas • Rodents and insect pests were observed attacking seedling of maize, paddy and vegetables and plantation crops
