Ward consultation Approach & Focus • Ward consultations will be held as a parallel process to the eight theme weeks • These will take the form of regional summits and will be convened by the Speakers Office • All regional summits will be held on Saturdays from 09:00 – 15:00 • These summits will not take the form of public meetings but will included invited stakeholders from each region • Councillors will then later take the process forward in their own public meetings at ward level • At each summit, a presentation focused on the GDS will be done • Following this, participants will break into commissions to discuss specific issues • Each commission will be chaired by a councillor who will be assisted by a resource person from the relevant theme • Scribes would note the input given and prepare a report for each regional summit 2

Regional Summits Overview • Invitees include: • Ward councillors • Business representatives • Youth groups • Non governmental organisations / community based organisations / faith based organisations • Education groups • Ratepayers associations, etc • Programme • Introduction will be given by Chairperson followed by a brief video outlining the GDS • Presentation will identify in more detail some of the critical questions per theme and a question and answer session will take place after the presentation • Participants will be broken up into eight commissions with each commission focused on one theme • Representative from each thematic group will be available at each commission to drive the discussion and take notes. Scribes will also record each conversation. • After the commissions have concluded discussions, they will be allowed ten minutes to report back to the plenary. 4

Regional Summits Conclusion • While this presentation highlights ward consultation processes, councillors can also participate in any of the thematic weeks • In particular, councillors will be invited to participate at an event in the governance theme week on Friday 1 September • Process going forward: • Regional summit logistics and planning by 1 August 2011 • 2 August 2011: Media launch of GDS process • 5 August 2011: Detailed briefing of councillors on regional summit programme and process 6
