Ana Acton, Chief, Independent Living and Assistive Technology Section (ILATS), Department of Rehabilitation (DOR). • Ana has worked in the independent living field for seven (7) years; was the Executive Director for the FREED Independent Living Center in Nevada City and now serves as Chief of ILATS as of July 2010 • Ana works with 29 ILC’s, the Assistive Technology Network, the State Independent Living Council, and 7 traumatic brain injury (TBI) program sites throughout California.  Building Collaboration between DOR, ILC and TBI Service Sites Ana Acton (DOR) Department of Rehabilitation

Dan Clark, Community Resources Development Specialist (CRDS), ILATS DOR. • Dan has 33 years experience with DOR; including 15 years as a Vocational Rehabilitation Counselor working primarily with individuals who are severely disabled including consumers with TBI.  • Dan has worked 18 years as a Specialist working with ILCs statewide.  In 2010 Dan became a DOR TBI Specialist.  Building Collaboration between DOR, ILC and TBI Service Sites Dan Clark (DOR) Department of Rehabilitation

Develop and promote collaboration and partnerships between ILCs, government, and community organizations serving individuals with TBI. • Provide ILC and other community organization staff information about DOR’s activities, initiatives and resources directed toward coordinating, improving and increasing TBI services statewide.   10. IL Philosophy (continued) • People with disabilities should be able to live, work, shop and play where they choose within the community. • Disability is a natural part of the human experience. • Fix the environment and not the person.

  11. TBI Vision • Californians with a brain injury live in their community of choice and contribute to society. Available resources empower individuals with a brain injury to be participating citizens. The inclusion of individuals with brain injuries is essential in our social and economic success.

Traumatic Brain Injury Service Sites • Specialized TBI services -18 years and older • Provides 5 CORE services (required by SB398) • Seven TBI Service Sites (listed in the “TBI Resources Section”) • Monterey, Santa Cruz, Mendocino, Del Norte, Humboldt, Orange, Los Angeles County, San Luis Obispo, Santa Barbara, El Dorado, Placer, Sacramento, Yolo, San Francisco Counties

DOR Vocational Rehabilitation (VR) Services • DOR’s vocational rehabilitation services assist Californians with disabilities to obtain and retain employment and maximize their ability to live independently in their communities. • DOR develops, purchases, provides, and advocates for programs and services in vocational rehabilitation, habilitation and IL with a priority on services for persons with the most significant disabilities.

  21. Capacity Building Initiatives • Within DOR: • Work with administrators and managers to expand and increase TBI services throughout the system • Create opportunities and tools that will increase staff knowledge and skills • Convene an Advisory Board to provide input and expertise

  22. Capacity Building Initiatives • With community participation, develop a TBI Strategic Plan including information on “Best Practices”. • Veterans 101 – develop a web based benefits tool. • Develop a TBI Waiver to address the gaps in service and provide long-term supported employment services.

  23. Capacity Building Initiatives (continued) • With TBI sites: • Use ARRA funds to develop additional pre-vocational and work assessment service capacity • Develop and implement methods to conduct outreach and education for the general public

Service Coordination and Partnerships • What is the role of State/Local governments and community organizations in implementing appropriate TBI services and Programs? • How do community service agencies embrace IL philosophy and apply it to their unique provision of services? • How do we acknowledge divergent philosophies and approaches between the IL philosophy and a medical based model? • How do we serve individuals who may not direct their own lives- interdependent upon families or caregivers.

Doug Chandler • Doug Chandler has a background in rehabilitation counseling and education. • Current work as CCCIL’s TBI Expansion Project Manager has resulted in an opportunity to work collaboratively locally and statewide to increase awareness of TBI including veterans with TBI.
