SHRP 2 Organizing for Reliability: Regional Perspective ODOT Planning Conference July 15, 2014
What is NOACA ? • Federally designated metropolitan planning organization (MPO) for northeast Ohio • Conducts multi-modal transportation & environmental planning for a five-county region • Determines how federal transportation dollars are spent • Conducts transportation-related air quality planning and public education activities • Functions as the “areawide” water quality planning agency for the region
Partners • LocalGovernment • Elected Officials • Project Sponsors • Municipal Planning • Municipal Public Works • County Engineers • County Planning Commissions • Transit Agencies • State Government • OEPA • ODOT • Delegation to the Ohio General Assembly • Federal Government • FHWA • FTA • U.S. EPA • Congressional Delegation • Business Community • Non-profits • NEOSCC • Neighboring MPOs • BUGC • CDCs
SHRP 2 Regional Approach • Raise awareness for improving regional operations • Assess region’s approach to TSMO • Define NOACA role in advancing TSMO • Identify challenges • Identify and prioritize actions for improving TSMO
NOACA SHRP 2 Tasks • Regional Workshop & Assessment • Leadership meeting of key NOACA Board members • Implementation plan with technical assistance from FHWA
Challenges Identified • Staffing resources – lack of capacity at local agencies • Lack of routine signal coordination, timing and maintenance • Absence of corridor-based multi-jurisdiction coordination • No systems engineering standardization • Operations and TSMO not an investment priority • Funding uncertainty for ITS projects – CMAQ program changes
Moving Forward… • Develop a regional TSMO strategy • Inventory of existing TSMO • Focus areas • Prioritized corridors and projects • Integrate into NOACA planning process • Funding sources • Establish systems engineering practices for local agency project development • Regional performance-related data & targets Pitts Rd Bridge No. 187
…Moving Forward continued • Local case studies & materials for TSMO business case • Create Safety & Operations Council • Explore best practices and opportunities for resource sharing to support TSMO Pitts Rd Bridge No. 187
Next Steps • Implementation plan is currently under NOACA committee review • 2-year focus – TSMO full implementation over next 5 years
