This report outlines the strategies employed by the United States Office of Personnel Management to ensure active participation of new contractors in Task Order Competitions (TOCs). The project manager plays a pivotal role in inviting new contractors while ensuring that each TOC includes at least one newcomer to promote diversity. Through thorough research and the development of a contractor database detailing past performances, the TMA aims to facilitate sound contractor selections. All contractors must maintain an informative website with TMA-related project details for better selection assessments.
