This overview outlines the new provisions for disbursement of Title IV funds for books and supplies under the Final Rule. Schools are required to ensure Pell-eligible students can access necessary materials by the 7th day of the payment period, utilizing either actual costs or component costs based on the student's cost of attendance (COA). Institutions can choose their disbursement methods and must adequately inform students of their options. Importantly, students can opt out, and using the school's method implies authorization of Title IV fund usage. Schools remain liable for misallocated Pell funds if students do not attend.
