  1. Improving infrastructure in Victoria James Holgate, Director – Road User Safety

  2. Infrastructure and motorcycles • Motorcycle Infrastructure Programs • Infrastructure considerations • Motorcycle Friendly Product Trial • Making Roads Motorcycle Friendly

  3. Victoria • A small state: 228,000 sq km or 3% of the area of Australia • Most densely populated state • 4.8 million population, 24% of Australia • 3.4 million (>70%) in Melbourne • 4.4 million registered motor vehicles, 33% of Australian vehicle fleet • 3.5 million licensed drivers • 155,000 km of roads • 1/2 of arterial road travel is in Melbourne • 25% of Australian road freight task in Victoria

  4. Engineering of the road surface and environment can have significant impact on the likelihood and outcomes of a crash Infrastructure and motorcycles • Hazards in the road environment can be reduced through • Road improvements • Use of more motorcycle friendly engineering products, practices, and targeted maintenance procedures

  5. Motorcycle infrastructure programs • Systematic road improvement program • Projects are approved by the Victorian Motorcycle Advisory Council – (appointed by the Minister) • A total of 150 infrastructure projects valued at $20.5m approved to date • 145 projects have been completed • 2200km of road treated

  6. Motorcycle infrastructure programs • The motorcycle Infrastructure Program has 3 components • Loss of Control Sites – these can be discrete sites (blackspot sites) or lengths of road (blacklengths) with a concentration of loss of control motorcycle crashes • Intersections with a high frequency of motorcycle casualty crashes • Long routes in which motorcycle casualty crashes are over represented • Motorcycle improvements are also incorporated (where feasible) as part of other infrastructure improvements works on the network.

  7. Motorcycle infrastructure programs Evaluation Findings • 24% reduction in motorcycle injury crashes at first 85 sites treated • Equates to more than 24 motorcycle injury crashes prevented each year • 40% injury crash reduction (blackspot sites only)

  8. Infrastructureconsiderations • Sight • Speed • Surface • Signs • Strike

  9. Infrastructureconsiderations Sight • Maximise sight lines at intersections and curves • Restriction of parked cars at intersections improves sight lines

  10. Infrastructureconsiderations Speed • Speed limit should be considered when infrastructure cannot be improved

  11. Infrastructureconsiderations Surface • Significant issue for all motorcyclists • Items requiring attention: - loose material on the road surface - pot holes - flushing, rutting & roughness - build up of oil & grease

  12. Infrastructureconsiderations

  13. Infrastructureconsiderations

  14. Infrastructureconsiderations Signs • Adequate warning of hazards • Appropriate location

  15. Vehicle activated sign trial • Identified the need for behavioural intervention • Launched a trial of vehicle activated signs • Targeted sites on popular motorcycle routes with high crash rates • Six trial sites identified, commissioned in 2009 • Evaluation is yet to be undertaken

  16. Infrastructureconsiderations Strike • Current ‘frangible’ road furniture poses a hazard for motorcyclist • Remove hazards where possible • Protect hazards that cannot be removed • Warn of hazards that cannot be removed or protected

  17. Motorcycle friendly products pilot Flexible signage Barrier protection being installed

  18. Motorcycle friendly products pilot

  20. Seminar Delivery Making Roads Motorcycle Friendly

  21. Making Roads Motorcycle Friendly Purpose • Raise awareness of vulnerability of motorcyclists • Highlight how road design/construction & maintenance works can be performed in ways which improve safety for motorcyclists • Encouraging Universities to include topic in Engineering curriculum
