2. High School Redesign SB561 (2007)Dual Credit SB943 (2007) & SB31 (2008) Available By 2008-2009 Dual Credit Distance Learning Cooperation between Districts and Institute of Higher Education “District” means public school districts, charter schools and state-supported institutions

3. The Statewide Dual Credit Program Allows public high school students in Districts, Charter Schools, and State-Supported Schools to earn both HS and College credit for qualifying dual credit courses

4. SB561 (2007): High School Redesign • By 2009-2010: entering 9th graders shall earn at least one credit as: • Honors • Advanced Placement • Dual Credit, or • Distance Learning course

5. A Dual Credit Course Yields High School and College Credit for Academic or Career Technical Courses Apply toward a degree or certificate program Remedial and developmental courses may not be taken for dual credit

6. Financial Framework for Dual Credit Program Shared Financial Responsibility: • Districts -- textbooks and course supplies • Colleges/Universities - Tuition and general fees • Students/Parents - course-specific fees & transportation to site

8. Dual Credit Master Agreement • Equalizes opportunities for student participation in dual credit • Jointly submitted to PED • Jointly developed listing of eligible DC courses • Districts may have multiple Agreements Postsecondary institutions

Master Agreement (con’t.) • Specifies eligible courses required content of the form academic quality state reporting student eligibility liabilities of parties course approval student appeals course requirements • States the roles, responsibilities, and liabilities of the district, the postsecondary institution, student, and the student’s family

12. Dual Credit Council • Members: NMHED and PED – Three each • Duties: • Hear appeals on matters outside scope of Master Agreement • Provide recommendations to Cabinet Secretaries • NOTE: Cabinet Secretaries Make Final Determination

13. Dual Credit Transcript Ratio A 3:1 ratio applies to elective courses offered for dual credit E.g. A 3 credit hour college course counts as 1 high school unit

14. Dual Credit Transcript Ratio High school and college faculty must jointly propose credit ratios for non-elective dual credit courses to present before Dual Credit Council
