  1. Financing the Dutch Register Obligatory fees or turn over? Ricco Dun, Manager Trade Register

  2. Register at the Chamber of Commerce • Registering is obligatory • for all Dutch companies • including sole traders • Payment for registering also obligatory

  3. 3 tasks, 3 fees • The Dutch CCI has 3 tasks: • Register • Information on doing business • Regional economy • The total yearly fee to be paid consists also of 3 parts

  4. Total funding • The total costs of the CCI are covered from 2 sources: • Sales of products and services • Yearly fee from registered companies • So, no government funding!

  5. Register fee • Basic principle: • Cover as much costs as possible from the sales of products from the register • The rest can be obtained through the yearly fee

  6. Current discussions • Discussions are going on: • With Ministry of Economic Affairs • New versions of the Trade register Law and the Law on the Chambers of Commerce • Within the government between Ministries • Framework of base registers

  7. Free governmental use • To avoid the ‘circular pumping of money’ the use by governments will become free of direct charge • Money will be reshuffled between the budgets of Ministries • Min. of Economic Affairs will pay the CCI for all governmental use

  8. Free registering? • Shouldn’t registering be free? • Is it fair to have obligatory payment for obligatory registering? • Registering as a natural person is also free in NL • If so, the government will pay the CCI for the registering tasks • A lot of discussion between Ministries

  9. Pricing • One pricing structure? • For all products from all base registers? • EU-directive re-use of information • All costs + profit? • First enquiries have started • Will cause a lot of discussion between registers and their Ministries
