  1. Baumholder Challenge Statement Family/Community Services Baumholder has problem with program continuity. High rotation of qualified personnel 5 year rule causes problems (environment—less moving = less impact) FMs rotate with sponsor Moving to other positions (upper mobility) Loss of continuity high turnover of families makes difficult to provide child services and others high cost of moving Finishing infrastructure upgrades; child care, MWR Consistent funding--not coming in bc of nonenduring status (inconsis. Status) Lack of contract flexibility

Baumholder Challenge Statement Deployment Operations Baumholder has difficulty in sustaining future deployment operations because: • uncertainty of financial resources • Facility support • Changing standards coupled with constant retraining • Uncertain impact on DFMWR services • Uncertainty of affects on family

Baumholder Challenge Statement Command and Control Indirect vs. direct reporting systems negatively impact USAGB’s ability to provide acceptable and high quality services and products to the Community and Command. • Lack of appropriately, timely communications between DA and IMCOM (indirect to direct reporting) Wiesbaden—red tape, many channels • bumped in priorities – Materials and $ • Technology, procurement blocks – system not ‘talking’ to each other (Cyms, RecTrac) • Lose AAFES and ARM dividends due to lack of direct reporting • Shortage of existing and inadequate installation facilities/technology resources—human and physical • Increase mission cost due to indirect reporting status—poor/misinformed needs assessments lead to over buying, last min. expensive purchases—lack of purchasing planning • Bumped priority for GWOT—finite amount of money in pot, then Baumholder gets leftovers??? • Hands tied with desire to make changes (ex: purchasing alternative vehicles, local purchasing) • Hiring impacted by requirements for approvals (rerouting actions) & inevitable delays

Baumholder Challenge Statement Force Protection and Security Baumholder has difficulty in maintaining program continuity because: • Five year rule (turnover of trained/experienced personnel) • Understaffed activities, budget constraints or lack of (inability to provide sufficient services) • Resources – uncertainty of funds and use of vital resources to accommodate deployment—readjusting plans with changes • Imact on DFMWR Services and Facility Support • Uncertainty affects Families

Baumholder Challenge Statement Military Training Baumholder must ensure adaptable, appropriate land acquired to provide future, enduring Garrison military training as required by JMTC • Need approp. Amount of land—threatens training due to limited LTA size; unavailability of standard training • Threatens budget due to increased transportation $ and lack of internal community financial support • Env.- Overuse of limited land—constant training in one area abuses land; more have to work with, more you can rotate • Community – Lack of home-station training so soldiers leave along with revenue (internal as well as external) • Baumholder must accommodate Bundeswehr training access in future enduring Garrison development. • Rationale: • Germany training must access Baumholder training roads • Constrains Baumholder Garrison development and training—any expansion must include Bundes. needs • Budget—increase maintenance costs involved in their use of Baumholder • Noise and emissions from training-take into account for future planning

Baumholder Challenge Statement Infrastructure Baumholder’s infrastructure challenges are rooted in the geographical and environmental challenges of integrating work, living and recreational functional areas into a singular viable system that is able to continuously develop with changing needs. • Constant evolution and need for renovation; cost • Handicap accessibility • Wiring/IT infrastructure • Core roads and traffic mgmt • Inconvenient location of services • Outdated family housing • Outdated AAFES/MWR/Commissary facilities • Poor roads and traffic management plan • Inconveniently located services • Outdated family housing
