  1. Geospatial data for supporting infrastructures’ development and management by Danis H. Sumadilaga * , Marcelina Rinny ** , Komang Sri Hartini*** Secretariat General Ministry of Public Works, Republic of Indonesia Presented at Asia Geospatial Forum, Geospatial Convergence – Paradigm for Future Jakarta, October 18th2011 * Director of Center for Data Processing ** Head of Technical Unit for Infrastructure and Thematic Mapping *** Head of Subdivision for Development and Data Analyst

  2. Outline Introduction ; Geospatial Data Utilization ; Development of Geospatial Data Information System for Infrastructures ; Conclusion and Remark.

  3. Introduction… Ministry of Public Works Main Duty : Performing business of public works sector in order to assist President for carrying out governmental business. Functions: • formulation, determination and implementation of public works policies ; • management of public works infrastructures’ assets ; • supervision of all business process of public works sectors ; • providing technical assistances and supervisions of public works sectors in regional level ; • performing technical activities in national level. (Min.of PW Regulation Number 08/PRT/M/2010)

  4. Organizational Structure Introduction … (2) Minister for Public Works Vice Minister for Public Works Expert Staff Inspectorate General Secretariat General Central of Data Processing Directorate General of Water Resources Directorate General of Human Settlements Directorate General of Spatial Planning Directorate General of Highways Construction Development Agency Research & Development Agency

  5. Centerof Data Processing...(a) Main Duties: • Coaching, Developing, Managing and Providing the needs of Data Infrastructures of Public Works sectors, • Supporting the Ministry to develop advance Management Information Systems and Technology tools Introduction … (3) • Functions: • Compilation of data processing programs • Coaching and Developing the needs of Information Management • Managing and Implementing The Ministry’ ICT tools • Providing and Managing Spatial Data (Maps) • Providing and Managing Literal Data • Administrative and Household affairs

  6. Centerof Data Processing... (b) Vision and Missions Streamlining the flow of information and communication both internally and externally within the Ministry, by developing systems and applications in various fields Introduction … (5) Having an important role in realizing Good Governance through an accountable and more transparent systems Providing quick, accurate, and user friendly Data (Spatial and Literal) ICT Based Center for Data Processing Improving the efficiency and effectiveness of the Ministry’ objectives

  7. Centerof Data Processing... (c) As Clearing House (Min. PW Regulation No.490A/2007) Spatial and Literal Data from other Units Division for Administration Technical Unit for Infrastructure & Thematic Mapping Technical Unit for Literal Data Introduction … (6) Division for Development and Data Analysis Division for Network and Application System • Website PU – Net • Information system • Applications Other Institutions Internal Unit Public

  8. Geospatial Data Utilization... (1) Why we need to utilize spatial data? • Increasing budget for infrastructures’ development ; • The need to decrease project duplication and inefficiency in infrastructures’ development ; • The need to provide public information related to MPW products (LAW No 14/2008). The need of geospatial data for : • Supporting planning of infrastructures’ development • Supporting management of infrastructures (asset) • Supporting monitoring of infrastructures’ progress development

  9. Geospatial Data Utilization... (2) Information system : • monitoringdevelopment, refinement and management of infrastructures ; • based on geographic location  for reducing duplication. • Geographic Information System forInfrastructure data management (Geotagging & SIGI – PU) • Spatial Planning and Development Information System • Map Information System Counter

  10. Development of Information System … (1) • Geotagging (e-reporting)  Executive represent progress of infrastructures’ development , with digital photo • SIGI – PU Public Access represent existing infrastructures data , with additional attribute data added • Map Information System Counter  Public Access information of thematic maps and satellite imageries for supporting development planning • Spatial Planning and Development Information System  Public Access information of national spatial planing and development

  11. Scheme of Geotaging and SIGI-PU Applications Development of Information System … (1)

  12. Geotagging (e-reporting) • Min. of PW Regulation No.13/2010 • To support President Instructions : • No 1/2010 on National Priority Developments’ Acceleration; • No 3/2010 on Fair Development Programs ; • No X/2010 on National Priority Development. • Input : e –procurement and e –monitoring; • Used to monitor infrastructures’ development progress • Updated every 3 months • Database develop by SQL server • Connect to Situation Room Bina Graha • Enhanced to e – reporting program (under construction), integrated with internal budgeting reports. Development of Information System … (2)

  13. Example Data of Geotagging Development of Information System … (3) http://sigi.pu.go.id/gis2/geotagging.html

  14. SIGI – PU • Developed in 2006 • Used to manage data and information of infrastructures’ assets, i.e.view infrastructures’ dispersion in certain area • Updated once a year • Developed by ArcGIS Server Enterprises • Public Access through website Min.of PW(http://www.pu.go.id) Development of Information System … (4)

  15. Example Data of SIGI – PU http://sigi.pu.go.id/webgis Development of Information System … (5)

  16. Map Information System Counter To support President Instructions No 10/2010 on National Priority Development Development of Information System … (6) http://loketpeta.pu.go.id/lpp

  17. Map Information System Counter Development of Information System … (7)

  18. Spatial Planning and Development Information System Development of Information System … (8)

  19. Obstacles in Development of Geospatial Data in MPW • Data collection, integration and updating Data Warehouse: • Data collection through system • Data integration into single database language • Data updating automatically, as required • Limited data analysis Improvement of Database and Tools for User Interface • Improving ability to analyze trend and pattern • Improving ability to download available data

  20. Conclusion and Remark • Min. of PW has been tried to provide information through information system based on geospatial data : Geo-tagging, SIGI-PUand other geospatial data. • Effective and efficient to monitor of infrastructure’s development, but so far the utilization of geospatial data in Min.of PW is lower than that of e-procurement and e-monitoring application. • Problems of data acquisition, data codification and data analysis among applications are encountered by developing Data Warehouse, improvement of database and tools for user interface .
