David Ashworth - Chair Fuel contribution for rural areas The commissioning team is sending letters to providers offering the small uplift for the final 6 months of this year and asking them to send 2 invoices for Oct-Dec & Jan-Mar after the end of each period. Fee review  HCC are using the figures HCPA provided to assess the inflationary pressures on costs. HCC hope that they will be in a position to finalise the position on fees early in the new year. SOVA   We are meeting with the safeguarding board and they are happy to attend our next meeting to explore the issues raised and explain how things should work. HCC is also happy to identify staff to attend our members meeting on this subject on 7th March.

Sharon Davies - CEO • update on training - email re funding Due to unprecedented demand in November we have written to inform you that HCPA will cease considering paying funding towards mandatory/Specialist courses from 20th December 2011. Any training undertaken after 20th December will not be eligible for funding. All claims sent to us for training that is undertaken on or before 20th December will be considered on a first come first served basis but there is no guarantee that all claims will be paid. Please note that caps still apply. We fully expect to re-open this fund again on 1st April 2012 on the same basis as this year  (but we are dependent on Local Authority Funding and therefore cannot guarantee this).

  5. Courses offered • HCPA will continue to support care providers throughout the months of Jan Feb and March 2012 by continuing to offer the following courses FULLY FUNDED – FREE at the point of delivery. • Places on these courses are of course limited and therefore you are recommended to book early.

  6. What’s available? • Open Courses in  Dementia, Supervision, Autism, Epilepsy • Short Qualifications in  Health & Safety, Dementia and First Aid • Level 3 Qualification in Training Management – Learning Champions  - next course starts in January • Level 3 Qualification in Leading & Recognising Excellence in Care – next course starts in January • Train the Trainer courses in Person Centred Planning (for those who do not hold a PTLLS qualification we will help you to access this fully funded and this can be taken prior or post the train the trainer course) • Train the Trainer courses in Falls Prevention (for those who do not hold a PTLLS qualification we will help you to access this fully funded and this can be taken prior or post the train the trainer course) • Ladder to the Moon mini programmes for people in interested in/new to Activities • QCF Level 3 in Activities Provision

Other options… • We are still able to access the Skills for Care Partnership funding for QCF Qualifications • SCILS – Bite Sized Distance Learning – all materials are completely FREE to full HCPA Members • Elearning - Free links are available for you to access • You can still utilise the HCC Health and Community Services (formerly ACS) Calendar or courses

  8. Strokes seminar • Took place in November in association with Beds and Herts Heart & Stroke Network • 38 people attended • Message: become a stroke specialist centre • Training is available – FOC (number of sessions are limited) • Future: Train the Trainer Model

Prevention of Falls • Forum of NHS colleagues, Local Authority and HCPA • Target: to reduce falls and the cost of falls in Hertfordshire • Pilot Training will be targeted at Managers to enable them to implement a falls prevention programme • The future: NHS will be looking to fund the roll out of this training

  10. Dementia Strategy • HCPA regularly meets to discuss the Dementia strategy in Hertfordshire • Dementia Accreditation has now been revamped and is available to all • Training is being targeted at Advanced Level

Safer Care • In Association with NHS – seminar planned for 23rd February – flyer to follow • What do you do as an individual, unit or department that, if spread across the whole health & social care economy, would make the biggest difference to improving the quality & safety of care, patient (or staff) experience and reduce costs. • Topics for the workshop • Pressure ulcers • End of life • Productive ward • Medicines management • Catheter passport • Nutrition & hydration

Train the Trainer Model • Sustainability! • Find a suitable staff member who is enthusiastic about developing staff • Book them on a PTLLS course and • Book them on a subject specific Train the Trainer course • Ask HCPA about becoming an Approved Internal Training Provider • Start claiming funding in the new financial year

Workforce Development Fund • Dept of Health funding - Skills for Care replaces TSI Funding • Supports QCF (Qualifications and Credit Framework) vocational qualifications – care sector • funding closes at the beginning of March 2012 • Just had notification that we can continue to claim NVQs until March!

  16. How can I access the funding? Funding for eligible units @ £8.50 per credit Level 2 Diploma = minimum 46 credits = £391 Level 3 Diploma = minimum 58 credits = £493 Level 5 Diploma = minimum 80 credits = £680 Claim via HCPA forms on the website www.hcpa.info Your organisation will need to be NMDS-SC compliant! but there is help

  17. Keeping your NMDS-SC updated benefits your organisation and the sector The Department of Health and the NHS Information Centre - this informs decision making around funding, resources and policies that impact upon the sector. The Care Quality Commission (CQC) - NMDS-SC provides information directly to them to reduce the burden on employers. This only applies to employers who give permissions for this data transfer. The Migration Advisory Committee (MAC) - provides evidence on how important overseas workers are to the social care sector. Local authorities- NMDS-SC will help them gain a clearer understanding of the workforce in their local area helping them develop their Integrated Local Area Workforce Strategies and meet the Putting People First milestones

How does NMDS-SC inform CQC? • “The CQC monitor that care providers continue to meet the essential standards of safety and quality and use a range of information to inform this process which now can include NMDS-SC” • “Results of a recent employer consultation strongly supported information being shared directly with CQC from the National Minimum Data Set for Social Care (NMDS-SC).” • Minimises information required by CQC for compliance monitoring • Log in to NMDS-SC and give permission • Keep your NMDS-SC up to date

Quality Risk Profile • A first series of data items from NMDS-SC has now been shared with CQC. • CQC will use this data to develop indicators for the Quality and Risk Profile (QRP) for each regulated provider of adult social care services (including where services are provided in health settings). • QRPs are being developed to enable CQC to assess the level of risk of a provider not meeting the essential standards and prompt front line regulatory activity.” – excerpt from Skills for Care website http://www.nmds-sc-online.org.uk/news/View.aspx?1067
