  1. FY2012 demonstration experiments: Disaster-related information (Overview) ○ If the disaster prevention and disaster-related information that the national and local public bodiesand the like own are managed and published in a format that is easy to utilize, it becomes possible to combine between data in each area and creates new services and values related to disaster prevention and disaster mitigation. It is expected that this will contribute to disaster prevention and disaster mitigation, making it possible for rapid and appropriate governmental judgment and evacuation action. ○ For this reason, a data standard was built in the disaster prevention and disaster mitigation area and a demonstration was performed relating to the distribution and coordination of disaster prevention and disaster mitigation using the disaster prevention and disaster mitigation information (damage information, weather, earthquakes, hazard maps, etc.) held by the Cabinet Office, Japan Meteorological Agency and local public bodies. Implementing body: NTT Communications Corporation Coordinating bodies: Cabinet Office (Disaster Management), Japan Meteorological Agency, Yamagata City <Application Examples> Time of passage: X o'clock Y minutes As of April 5, numbers of injured: Z Flood hazard area 3 4 Evacuation advisory areas Snow removal plan route Shows weather, damages and hazard areas Snow removal status when snow plow is dispatched Shows earthquakes, damages and hazard areas Information Circulation and Sharing PlatformCommon API Earthquakes / Weather / Warnings Epicenter and seismic intensity information Weather warnings and advisories Designated river flood forecast Landslide disaster warning information Prefecture weather forecast AMeDAS Basin rainfall index Lifelines Water outage information (No. of households with no water) Electricity supply information (No. of units with no electricity) Gas supply information (No. of buildings with no gas) Phone line status Landlines (affected or not) Mobile phone lines (affected or not) Damage information Human damages (No. of dead, missing and injured) Dwelling damages (No. of total destruction, partial destruction and some damages) Non-dwelling damages (No. of buildings that suffered damage) Flood hazard map Flooded areas Landslide hazards Steep slope failure hazards Past flooded areas Areas where people need to evacuate Evacuation direction Evacuation advisory Number of households Number of target people Facilities Evacuation centers Hospitals and public facilities Snow removal-related Snow removal plan areas Snow plow location information * Above information is numbers that are tallied by prefectural unit * Above information is numbers that are tallied by municipal unit * Above information is by prefectural unit * Existing data format exists Cabinet Office (Of the comprehensive disaster management system, information that is available for secondary use ) Japan Meteorological Agency Local public bodies

  2. FY2012 demonstration experiments: Disaster-related information (Applications) Mashes up static information and real-time information of multiple agencies on the map => Provides information helpful to evacuation of local residents [1] From advisory to warning Shows areas of advisory (heavy rain advisory, flood advisory) * Demonstration field of Yamagata City only Shows landslide hazards at the same time as landslide disaster warning information Shows flood danger areas at the same time as heavy rain warning and flood warning [3] Set up evacuation centers [2] Evacuation advisory Evacuation centers information * Shows names and number of evacuees Evacuation advisory target area [Achievements and Issues] ○ Based on the common API specification, succeeded in building and implementing APIs and data standards (vocabulary, etc.) in the disaster prevention and disaster area, and verified their effectiveness. ○ The challenge in the future is to coordinate existing multiple GIS systems with the common API and refining the vocabulary by conducting demonstrations involving multiple local public bodiesas the field.
