  2. Scores per the TI Corruption Perceptions Index How corrupt are Arab Gulf states? And in the Arab Spring countries of N Africa ?

Conclusions from the CPI scores • Nearly all Gulf states show an improvement or are stable in the two year comparison • Only Oman shows a significant deterioration • The Arab Spring was triggered also by mass intolerance with corruption, which had deteriorated in 2 of the key • countries • All scores below 5.0 indicate the country has a serious • corruption problem

Status of business in many Arab States Successful business usually requires close cooperation with government and the political leadership Where awards of licenses, procurement contracts, etc are transparent, cooperation can support good practice in the business and public sectors Where the public sector is seen as corrupt, business will be viewed as complicit and therefore also corrupt This is also a lesson emerging from the Arab Spring
