  2. Role of Customs in Trade Facilitation • Collection & generation of duties • Protection of society • Promotion of industries • The only non-discretionary factor in the international trade cycle • Simplify, harmonize, automate • Use of ICT standards

USE OF ICT STANDARDS • Rec. 25 of UN/ECE (use of UN/EDIFACT): • Since 1994 (Customs Information System & EDI Interface) • Both public-public and public-private • CUSREP, CUSCAR, CUSDEC, CUSRES, CREADV, PAYORD, PAYMUL, CREMUL, SANCRT • Between 75 to 100% of transactions at major ports, airports and customs stations • Nationwide integration by end of 2003

  4. USE OF ICT STANDARDS • Rec. 25 of UN/ECE (use of UN/EDIFACT): • Asia Region Customs Data Exchange Project: • Regional EDIFACT Message Specifications • Data exchange between Malaysia, Korea, Indonesia (Import & Export CUSDEC) • Selected products • For enforcement purposes

  5. USE OF ICT STANDARDS • Rec. 25 of UN/ECE (use of UN/EDIFACT): • Payment of duties via Electronic Funds Transfer • Gate Control System with port and terminal operators • Out-bound CUSDEC with other government agencies (eg. Statistics Dept.) • “Paperless” Environment • Web-based Control Files

  6. USE OF ICT STANDARDS • Rec. 26 of UN/ECE (commercial use of Interchange Agreements for EDI): • Signed between traders andcustoms • Mostly comply with Model Interchange Agreement • Started EDI before Model Interchange Agreement in place

  7. USE OF ICT STANDARDS • Malaysian TIGeR E-Logistics Project (Phase 1): (implemented) • E & E Sector (Intel & Dell) – competitiveness • Forwarders, air cargo, selected customs stations • Web-based software (e-Declare) via internet • XML format • Reduction in processing steps (from 10 to 4)

  8. USE OF ICT STANDARDS • Malaysian TIGeR E-Logistics Project (Phase 2): (under trial) • RosettaNet compliant (3B18 PIP) • Involving shippers, Dell, Intel, forwarders, customs • 80% of declaration info comes via RosettaNet PIP; 20% data entry by forwarders • Minimum human intervention

  9. USE OF ICT STANDARDS • ebXML Pilot Project: • Participation in ebXML Asia Committee (eAC) • Invoices from consignors/forwarders/exporters • Evaluating ebXML solution providers • Fully paperless environment (electronic declarations & electronic invoices)

  10. USE OF ICT STANDARDS • Participate in works of WC0: • Customs Data Model • Unique Consignment Identifier • Security initiatives: • 2 CSI pending ports (Port Klang & Tanjung Pelepas) • Discussion with US Customs underway • 24-hr rule • By October 2003
