  2. Energy Action Scotland Energy Action Scotland (EAS) is the Scottish Fuel Poverty Charity, established in 1983 and campaigns for the eradication of fuel poverty and for warm, dry affordable to heat homes for all. Energy Action Annual Conference Dublin 7 – 8 February 2011

  3. Fuel Poverty in Scotland Housing Scotland Act 2001 placed a duty on the Scottish Government to eradicate fuel poverty (as far as is reasonably practicable) by 2016. Definition: slightly different to England and Wales Measurement: uses the Scottish House Condition Survey (SHCS). First measured in 1996. Tackling Fuel Poverty Three main programmes: The Energy Assistance Package (EAP), the Home Insulation Scheme (HIS) and the Universal Home Insulation Scheme (UHIS), can be confusing for the public – eligibility – what programme delivers what measures – what am I eligible for? Now all rebranded as Home Energy Scotland Measures provided: Home energy check, advice on energy suppliers social tariffs, benefit entitlement checks, insulation measures, heating systems and controls and some newer technologies, air source heat pumps and external cladding.
