  3. Students are identified as English Language Learners based on answers provided to Home language Survey questions that parents complete during the school registration process. NEXT

  4. If parents indicate that an error has been made… The Home Language Survey must reflect English only. Parents should report the error in writing. Parents should officially decline ESL services for their child. Changes must be made in the district and state student database systems. NEXT

  9. Action required • Please instruct the parents to correct the Home Language Survey (HLS) questions to accurately report only English spoken in the child’s home and background. They can do this by informing you in writing (email is fine) that the HLS questions were marked incorrectly and WHY they believe that error was made. • Pass along the written documentation to the Office of Multilingual and Global Education at Doyle.   10. 4K Action required • Please instruct the parents to correct the Home Language Survey (HLS) questions to accurately report only English spoken in the child’s home and background. They can do this by answering the extended 4K Home Language Survey questions. They can fill out the hard copy form or relay the answers via phone to you. • The form is located on the OMGE Staff Only page called “4K Home Language Survey” https://eslweb.madison.k12.wi.us/node/97 NEXT

Ell status is correct • When a family has correctly indicated a language other than English in the child’s home or background, and the child has been found to qualify for ESL services based on KMODEL or WAPT screening, Wisconsin state law requires yearly assessment for English Language Proficiency. http://docs.legis.wisconsin.gov/code/admin_code/pi/13.pdf#page=2 • There is no “opt out” clause that would allow families to choose to remove their child from this mandatory assessment. Documentation Action required • Please obtain written documentation from the family stating that the child is NOT an ELL and that English is the only language spoken in the child’s home or background. • Forward this written notice to the Administrative Clerk for the Office of Multilingual and Global Education • Rhonda Stravinski or Molly Adams NEXT

ACCESS Testing window • Students who have been misidentified as ELL should NOT be tested with the ACCESS for ELLs assessment. • Please ensure that the actions required to remove the student from the ELL database take place before the ACCESS testing window closes to ensure compliance with DPI requirements. • Keep your ACCESS assessment coordinator informed about any steps taken to remove a misidentified student from the testing roster. ISES APPEAL NEEDED • Taking the ACCESS for ELLs assessment triggers ELL status confirmation in the state student database called ISES. • Formal appeals from local school districts to WI DPI to have a student’s DPI level removed from ISES can only be made once a year, in August/Sept. • This student will need to be added to our appeal list for NEXT Aug/Sept. NEXT

If any additional documentation has been obtained from the parents, please forward a copy of it along with your email. COMPLETE SURVEY

  22. DNQ Last action required • Inform the Administrative Clerk for the Rhonda Stravinski or Molly Adams • Send an email with the completed assessment results documenting the student did not qualify for ESL services. COMPLETE SURVEY

  23. COMPLETE • Upon receipt of your email, the student’s ELL status will be cancelled and the student database will be updated accordingly. YOU MAY NOW EXIT THE POWERPOINT Remaining questions can be directed to the Office of Multilingual and Global Education at 663-8440
