  2. 3rd WG SDP Report Overview of activities and news since MG/6 • September 2012 the Chair joined ECAC/EMS in Lodz and gave a presentation on the SEB related activities of the WG • TT-SAI Leader Keith Groves (UK) informed that he was going to retire end of October 2012. • Meeting of TT/WARN in October in Helsinki • In November a discussion with Brian Mills (Chair of WWRP SERA group / Societal and Economic Research and Applications) took place in Offenbach. The SERA group is also working on aspects of SEB. In this regard a close cooperation and exchange of information was agreed. • WG-SDP sucessfully held a WebEx meeting on 30 November 2012.

  3. 3rd WG SDP Report WebEx meeting WG-SDP • For the first time WebEx was sucessfully used by the WG. Thanks to the Secretariat for the technical support. • WebEx was approved to be a useful tool between two face-to-face WG meetings. Its intended to use WebEx in the future on a case-to-case basis. • Purpose of the WebEx meeting: • Recall related decisions and action plan • Overview on activities since last WG-SDP meeting • Decide on priorities for the next months • Date and place of the 3rd WG meeting

  4. 3rd WG SDP Report TT-SAI TT-SAI has worked only by correspondence but it has proved difficult to make effective contact with some members of the TT. In late August 2012 TT-SAI Leader Keith Groves informed that he was going to retire end of October. He also expressed that he was disappointed on the engagement of most of his TT members. He pointed out that the members of the TT have made little contribution to our tasks, despite many attempts to engage with them. As soon as it became apparent that there would be no funding for any meetings of the TT, interest in the TT declined. In view of Keith there is a need for a discussion: WGs do need a strong commitment from members to provide resources to deliver on the tasks. It was decided not to look for a successor as many of the expected deliverable have already been addressed. The produced material will be applied as decided earlier.

  5. 3rd WG SDP Report TT-SAI II • The following deliverables have been addressed by TT-SAI • A guidance on how to determine the meteorological service needs of the user community, • An overview on organizational models as regards National Meteorological and Hydrological Services, • The use of the Internet for PWS • A guidance on the Public Weather Service Advisor Role and working with the Emergency Response Community • Using Verification to Improve Accuracy and the Overall Quality of services

  6. 3rd WG SDP Report TT-MEDCOMM A planned A meeting of TT-MEDCOMM, scheduled back-to-back with EMS in Lodz in September 2012 was unfortunately cancelled due to the lack of attendance of many of the TT members. TT will concentrate on high priority deliverables. First of all, the two guidance docs (Communication guideline and guide on modern communication technologies) will be finalized. So far no experience as regards communication of climate change issues, the related action (decided by WG-SDP) has not been addressed so far. The TT informed that a media and communication workshop will be organized be UKMO next year (take note: this is no RA VI activity!).

  7. 3rd WG SDP Report TT-WARN I In 2012 Frank Kroonenberg took over the position of the leader of TT-WARN. The TT held its second meeting at FMI, Helsinki in October 2012. During its last meeting TT-WARN focused on finalizing its working papers. According to the deliverables and the RA VI OP the documents intend to give advisories and recommendations (all based on practice examples) as regards the improvement of warning services: How to improve National warning systematics towards a semi objective system of impact orientated warnings which is based on collaborative decision making How to join Meteoalarm, e.g. “A set of minimum standards recommended to enter Meteoalarm”, together with the Eumetnet procedure of joining Advisories on how to set up a bilateral exchange of warnings between neighbouring countries

  8. 3rd WG SDP Report TT-WARN II Best practices on co-operation with National Civil Protection Authorities Best practices on co-operation with the Media (as regards warning services) Best practices on delivering warnings to the users Recommendations on the use of Severe Weather Guidance products from ECMWF and proposals on future use of severe weather guidance products from other NMHS’s The Team has finalized the work on the deliverables and sent the documents to the WG-Chair for final review. The team also proposed first ideas for future activites: Develop concept a facilitate a Twinning programme. Within this programme NMHS’s with well developed warning systems/tools should receive and instruct colleagues less advanced NMHS’s. To develop a set of recommendations, based on best practices regarding the verification of severe weather warnings

  9. 3rd WG SDP Report TT-SEB I The SEB guidance document further improves. During summer feedback to the draft was given by two directors (PR of Germany and PR of the Netherlands) also ROE, PWSP and WB gave input. Further to the comments a glossary will be added and the TT is currently working on the text to make it more comprehensible. This will be finished during first quarter of 2013. The possibilities of FMI support for SEB twinning activities will be mapped in due time. TT Leader Adriaan Perrels will work on improving the collaboration with WB to create a common SEB platform. In this regard, several SEB workshops together with economists are planned for 2013.

  10. 3rd WG SDP Report TT-SEB II • Other activities • TT Leader AdriaanPerrels convened an ECAC session on socio economic benefits (Lodz, September 2012). It was the first time that this topic was discussed during EMS/ECAC. Four presentations were given: • The economics of climate change (T. Schuhmacher, Germany), a respective article will be published • Analyses of unavailabilities of power plants due to climate change (M. Nogaj, France) • Appraising social-economic benefits of weather services (A.Thomalla, Germany), a respective article will be published • Weather service end users response and the role of information decay (A. Perrels, Finland), a respective article will be published

  11. 3rd WG SDP Report TT-DRRCOOP TT Leader has expressed concern regarding the poor communication with most of the TT members. To improve the interaction, it was discussed with ROE to conduct a TT meeting. Unfortunately this couldn’t be realized so far. WG-SDP advised the TT to concentrate on two priority tasks: 1) undertaking benchmarking for the RA VI with regard to disaster risk reduction based on the 2006 survey. In this regard a draft questionnaire has been developed. 2) providing a documentation of the 112 system of operations to be shared in the SEE region.

  12. 3rd WG SDP Report TT-EUP • Before next RA VI Meeting TT intends to complete the following tasks • Gain feedback from Members on specific experience with EU and WB support mechanisms (questionnaire) • Develop the TT-EUP report for RA VI Meeting as a baseline for a partnership scenario with the EU • The work of the TT has so far progressed by tele-conferences and by correspondence only. As this approach has reached its limits and in order to consolidate the work of the Task Team, a dedicated meeting is required in March 2013 (see next slide).

  13. 3rd WG SDP Report TT-EUP Meeting support request • Place: DWD-Offenbach • Date: March/April (possibly week 22.3-28.3, 1,5 day meeting) • Support required for: Travel and DSA for 2 or 3 participants (Malta/Bulgaria/Montenegro) • concerning Malta, Charles Galdies has left his position with the Metservice, his successor Joseph A. Schiavone has indicated he is ready to support the work of the task team • Proposals for future work items for the next RA VI Session: • analyze the opportunities under the the next EU Multiannual Financial Framework (Horizon 2020, COPERNICUS, etc.) in close collaboration with the EU Focal Points Network of EUMETNET. • Develop workshop contents to share lessons learned with specific funding schemes in a proactive mode • Advise on the further development of WMO/ EU-relations (e.g. on linkages between H2020, COPERNICUS, GFCS, GEO)

  14. 3rd WG SDP Report Next meeting of WG-SDP • 3rd and final meeting of WG SDP is scheduled for 25 to 26 March in Warsaw following the kind invitation of IMGW • The main purpose of the meeting will be to discuss the status of the TTs and to finalize the workplan and work on the necessary steps for preparation of the for RA VI session in autumn • Based on the outcomes of MG/7 and with a view to Helsinki in September, the WG will develop and discuss proposals for deliverables to be adressed during the next intersessional period
