To form a more perfect union • 2. To establish justice • 3. To insure domestic tranquility • 4. To provide common defense • 5. To promote general welfare • 6. To secure the blessings of liberty to ourselves and our prosperity

  4. Amendment Process • 6. Amendments- changes made to the Constitution • 7. The constitution has been amended 27 times • 8. The amendment process includes proposing the amendment and ratifying the amendment by the states.

  5. Interpreting the Constitution • 9. Necessary and Proper Clause= gives Congress the authority to make laws that are necessary and proper to carry out duties • 10. Strict interpretation- only what is contained in the Constitution • 11. Loose interpretation- anything that can be implied or is not specifically stated in the Constitution • 12. SUPREME COURT has final say on interpretation
