  3. Why do we search, secure,and document inmate property? • Prevent contraband from being introduced inside the secure perimeter. • Stop inmate theft claims. • Staff and inmate safety!

  4. Inmate Personal Property: • Items that are __________ owned by the inmate and authorized to be retained in his living or storage area. LEGALLY

  5. Contraband Defined: • Any item not authorized by department regulations, or in excess of the maximum quantity permitted, or received or obtained from an unauthorized source. • Any item that poses a serious threat to the security of an institution, and ordinarily is not approved for possession or admission into the institution. • Any item that may have been authorized for possession at one time, but now is prohibited due to health, fire, or safety concerns. • Any authorized property that has been altered.

  6. Unauthorized Property Any authorized property listed in A.R. 711, which is considered unauthorized because of space, custody level, etc. of the receiving location.

  7. Expendable Property • Property items that, through __________, are consumed or worn out. • Items that have been designated as more economical to replace than to repair or salvage. normal use

  8. Non-Expendable Property • Property items that are not consumed or worn out through normal use. • Items that have been designated as more economical to repair, rescue, salvage, and protect than replace.

Appliances • All appliances must be purchased through the ____________ and engraved with the inmates ID number • Only one item per inmate is allowed: • Portable radio, Television set, CD player, typewriter (no memory, no computer), electric fan, reading lamp, hot pot, clock, shavers, surge-protector power cords, headphones Inmate Canteen

  10. Policy/Limits • Inmates can retain certain property to preserve a degree of personal identity consistent with facility safety and security requirements. • They may possess personal property that does not exceed what will fit in one approved footlocker. They may purchase, through the inmate canteen, one fire retardant box not exceeding 24”X18”X18”. • No other type of box is authorized.

  11. Policy/Limits • Inmates may only transfer to another facility with one fire retardant box. • Inmates may possess only three appliances that do not need to be placed in their footlocker or box when not in use. • Property limitations will be enforced whenever the property is inventoried or an inmate moves (placed in more restrictive housing, transferred, etc.).

Liability • All legally obtained, non-expendable property, shall be recorded on the Inmate’s Personal Property Card (DOC-1520) by the Property Sergeant. • The inmate is held accountable for all personal property so recorded. • The aggregate total amount of payment for any claim of loss or damage to inmate personal property shall in no event exceed ___________. $500.00

  14. Written Receipts: • Notice of Charges • Shall be written whenever contraband, or property belonging to another inmate is confiscated. • Bag it and tag it • Unauthorized Property (NDOC Form 1517) • Shall be given to the inmate for legal property that is confiscated for whatever reason.

  16. DOC 1520 Inmate Personal Property Card This is a two sided document. Every inmate will receive this card upon entry into the system. DOC 1520 will be kept in the inmate’s property file inside the property room.

  17. DOC 1773Inmate Inventory Form Staff are responsible to conduct an inventory of an inmates property if an inmate will be separated from their property over night. An inventory must be completed if an inmate is being transferred to another institution.

Institutional Transfers: • Inmates being transferred between facilities are limited to: • One duffle bag • One fireproof box (no substitutes) • Three appliances that do not fit in their duffle bag or box • Legal work, limit 50 lbs per box (boxes must be purchased by inmates) -Staff must verify the contents of legal boxes in presence of inmate NO musical instruments will be transferred

  21. Institutional Transfers: • The officer who does the “roll-up” shall place the original property inventory inside, on top, of the duffle bag. • The goldenrod copy goes to the inmate. • One copy is retained by the sending institution. • One copy goes inside the inmate’s property file.

  22. Institutional Transfers: • Along with the inmate and his property, the sending institution will send the following: • The inmate’s property file • The inmate’s property card • The current inventory. • The property manifest • It is the responsibility of the receiving facility to ensure everything is there.

  23. DOC 525 & 1842Inmate Transfer Cards This form needs to be attached to any property that does not fit into a duffel bag. Attach it to a part of the property that is easily visible if stacked.

  25. Authorized Clothing Items • Authorized clothing: • No lettering, logos, or nylon • Sweatshirts-pullover type only, sweatpants, sweat suits, jogging suits (no hoods), limit 2 • Jeans blue denim limit five • T-shirts/athletic shirts, white or shade of blue, limit 10

  27. Authorized Clothing Items • Belts, plain black or brown limit 1 • Buckles (attached to belt) not to exceed 2”X2” • Dress shirts, no logos, limit 5 • Sweater, (2) • Light jacket plain blue denim (1) • Robe, blue or gray only (1)

  28. Authorized Clothing Items • Pajamas blue or gray only (1) • Baseball cap blue only no logos (1) • Knit watch cap, blue only (1) • Suspenders, (1) • Blankets blue/gray only (2) • Sheets-stripes/prints 2 sets

  29. Footwear • Athletic shoes, limit 2 • Dress shoes (black only), limit 1 • Slippers, sandals, shower thongs, boots limit 1

  30. Miscellaneous Items • Ten personal books • Magazines not to exceed 10 • CD’S or cassettes not to exceed 12 combined (must have the means to play them) • One musical instrument (can not transport to new facilities if transferred)

  31. Photographs • They may be displayed inside the designated 24”X24” wall space area or, where feasible, on top of state provided shelves. • All other photographs will be stored inside the footlocker. • Sexually explicit / graphic activities are not permitted to be displayed. This includes nudity and partial nudity.

  32. Jewelry • Jewelry will not exceed $200 • Watch will not exceed $50 (Limit 1) • Wedding Band will not exceed $50 (limit 1) • Religious medals or chains will not exceed $50 • Earrings of any type are ______________ Unauthorized

  34. Property Room • A specific location designated by the Warden where inmate property and records are maintained. • There are only ______ keys. • One is in the permanent possession of the Property Sergeant. • The other is restricted and maintained in Central Control for emergencies only. TWO

Property Room • The Property Room WILL be secured when the Property Sergeant is not present. • Under no circumstances will inmates be assigned to the Property Room. • Inmates may enter only to pick up or turn in property, or discuss property issues. • These activities must occur in a secure area without any access to inmate property.

  36. Property Room • INS Property Transport Restrictions • Property will not exceed 40lbs. • Only the following electrical appliances • TV • Electric • Radios • Typewriters • Tape Recorders • Calculators

  37. Property Room • US Marshall Property Transport Restrictions • The only property allowed for an inmate to carry will be legal mail

  38. Property Room • Escaped inmate property • NDOC not liable for lost property • Secured as soon as possible • Property will be disposed of after 30 days: • Destroy • Return to state; or • Given to charity; and • DOC 1773 completed and filed • I-file • Property file
