  2. Current Police Agencies in Broome County • Non-Urban Core • New York State Police • Broome County Sheriff Road Patrol • Deposit Police • Urban Core • City of Binghamton Police • Johnson City Police • Vestal Police • Endicott Police • Port Dickinson Police

  3. Possible Combinations • Fold into the State Police • Metropolitan agencies combine with BC Sheriff’s Road Patrol • Create a new Broome County Metro Police (separate from NYS Troopers and BC Road Patrol) which reports to the County Executive or the Sheriff • Johnson City, Endicott and\or Vestal police consolidate • Binghamton and Port Dickinson police consolidate • Any combination of Binghamton, , Johnson City, Endicott, Vestal and/or Port Dickinson

  4. Preferred Option • Metro Police Consolidated and reporting to the Undersheriff (new Civil Service requirements equal to a Police Chief ) and the Sheriff • The Undersheriff and the Sheriff will have parity with (§207M) municipal police chief’s salary and benefits.

  11. Proposal • The County of Broome will enter into a five year inter-municipal agreement with any or all local governments: • Binghamton • Johnson City • Endicott • Vestal • Port Dickinson

  12. Proposal Continued • Police services will be provided to each government for five years: 2007, 2008, 2009, 2010, 2011 for a chargeback of the estimated 2007 budgets for each municipality’s police budget. Service will be provided by a new division of the Sheriff’s Department. Headed by an Under Sheriff (new Civil Service requirements equivalent to a Chief).

  13. Proposal Continued • Staff that retire during the 5 year agreement will not be replaced until the targeted 15% reduction is achieved through attrition.

  14. Proposal Continued • Retiree benefits for individuals who retire before inter-municipal agreements are approved by the Legislature and the appropriate local legislative body will remain the responsibility of the respective local governments.

Proposal Continued • §207C benefits from incidents pre-executed inter-municipal agreement will remain the responsibility of the respective municipality. §207C benefits established from incidents post-inter-municipal agreement will be the responsibility of Broome County. • All bargaining unit agreements will be honored for current police personnel.

  16. Proposal Continued • New employees of the Metropolitan Police Force will be represented by a new Police Benevolent Association separate from the Road Patrol Deputy organization.

  17. Proposal Continued • Bargaining units may consolidate under regulations set forth by the Taylor Law

Benefits to the Taxpayer • Cost reductions for police services of 15% over a 5 year period. • The number of police officers on the street in the Urban Core of Broome County will remain the same • 15% reduction of staff through attrition in the middle and upper management positions. • Rural areas will continue to receive the same Sheriff’s Road Patrol and State Police service with cost not affected by the Broome County Metropolitan Police
