  3. Municipal hobby education • hobby schools (extra curricular youth centres) for everybody (from small kids to adults) and • hobby groups (clubs) in general education schools

  4. 9 hobby schools in Tallinn • 3 music schools • 1 art school • 5 mixed schools (from technics to music) • 1 general education school with a hobby • centre (music, arts, drama)

Taking a course in hobby school • Courses or clubs take place after general education school – kid’s free time at separate hobby centres • The course may be in groups or individual (e.g. learning musical instruments) • At least 15 children in a group • All the courses are in accordance with curriculum which is: school curriculum (every hobby school has their own, which is confirmed by Ministry of Education)

Hobby-education budget 2012 • The budget is 5 181 300 €: • 4 761 500 € for 9 hobby schools • 38 000 € for other municipalities • 59 150 € for renting building (Tallinn Music School) • 322 650 € for communal costs (heat, water, electricity) • Hobby-school revenues • 1 442 220 € • 28% of the whole hobby-education budget

  7. School budgets • Financing principles are negotiated with directors annually • Financing principles: • Communal costs are centralized and cost-based • Minimum staff is provided • Cleaning costs by actual area • Educating process

  8. Educating process • Financing depends on the amount of lessons per student: • 2, 4, 6, 8 group lessons per week and individual lessons • Depends on actual student numbers • Student numbers are taken from special database what is filled by schools themselves

Hobby classes (clubs) in the general education schools of Tallinn 259 different subjects 24 770 students participate • The clubs take place after the lessons – student’s free time – at the same school • The clubs are carried out according to their instructor’s plan. • The activities and attendance are determined in club diaries. • A Head of extra-curricular activities of the school checks the notes in the club diaries once a term. • The hobby classes are mostly free • Some classes cost according to the prices set by Tallinn City Government • Cooperation between school, hobby school and NGO/private hobby school • Hobby classes are financed from school budget or by parent

  10. Training costs • Hobby classes (clubs) in the general education schools of Tallinn are mostly free. • Training costs in hobby shools: • municipal hobby schools are 12-20 € • municipal music schools are 36 € • municipal art school are 25 €
