What is URBACT URBACT is a European exchange and learning programme promoting sustainable urban development URBACT enables cities to work together to develop solutions to major urban challenges, reaffirming the key role they play in facing increasingly complex societal changes URBACT helps cites to develop pragmatic solutions that are new and sustainable, and that integrate the economic, social and environmental dimensions of urban development URBACT enables cities to share good practices and lessons learned with all professionals involved in urban policies throughout Europe URBACT involves 181 cities, 29 countries, and 5.000 active participants URBACT is jointly financed by ERDF and the Member States Title of presentation I Thursday, 31 July 2014 I Page 2

URBACT projects allow cities to… • Exchange with others cities from different cultures on their way to tackle the same kind of issues • To benefit from mutual learning and support through study visits, peer reviews, expert analysis • To define or to improve their local policies (production of Local Action Plans) • To contribute to the transfer and dissemination of knowledge and good practiceson urban development to other European cities Title of presentation I Thursday, 31 July 2014 I Page 4

The URBACT method: for successful exchanges • Limiting thenumber of partners for more efficient work • Balancing partnerships for a fruitful exchange (Convergence/Competitiveness) • Offering permanent support from qualified experts (more especially through the « Lead Expert ») • Involving local stakeholders in activities (each partner to set up and run a URBACT Local Support Group) • Associating Managing Authorities of Operational Programmes to project activities • Consolidating reflections and outputs at programme level, across projects (each project assigned to a « Thematic Pole ») • For a concrete impact of exchange & learning on local policies and practices Title of presentation I Thursday, 31 July 2014 I Page 5

The URBACT projects • 2 types of projects • Thematic networks (TN): 8-12 partners, mostly cities, working for 36 months maximum • Working Groups (WG) : 6-8 partners, cities and public authorities, working for 24 months maximum • 2 phases: • Development phase: to complete partnership, define issues to be addressed and work plan • Implementation phase: to implement activities and produce outputs • Main activities: • Developing exchange and learning activities through transnational seminars and workshops • Contributing to the capitalisation of knowledge, at project level and at programme level • Contributing to dissemination of outputs to all urban players Title of presentation I Thursday, 31 July 2014 I Page 6

Project ressources • Each project has a limited budget: • Thematic networks: 710.000 euros max • Working groups: 300.000 euros max • The budget is usually equally shared among partners • The URBACT programme co-finances projects: • Partners located in Competitiveness regions: 70% • Partners located in Convergence regions: 80% • The budget covers mainly costs for the management of the project, the organisation of seminars, travel and accomodation of participants, communication-dissemination of outputs • Additional envelop for expertise: • Thematic networks: 125.000 euros • Working groups: 50.000 euros Title of presentation I Thursday, 31 July 2014 I Page 8

A win-win process URBACT is mostly a programme of « Cities working for cities » through: • Exchanging for learning and mutual support • Participating to the URBACT community of work & practice • Creating new local policies, or improving existing policies • Testing new ways of governance, at horizontal and vertical level • Producing and disseminating knowledge at European level based on ground realities • Creating new relationship with the Managing Authorities of Operational Programmes Title of presentation I Thursday, 31 July 2014 I Page 10
