Environmental Assessment Findings – Policy and Funding Workgroup Recommended Actions • Increase diversity of funding sources, including public, philanthropic and competitive grant funding • Ensure collaboration and partnership in the funding and delivery of services • Ensure ability to compete effectively for competitive grant funding • Seek sustainable funding for core Emergency Preparedness Section and ESF-8 leadership functions King County ESF-8 Strategic Plan

Environmental Assessment Findings – Response Capabilities Work Group Recommended Actions • Ensure PHSKC can lead the countywide health, medical and mortuary response • Ensure all ESF-8 response agencies… • can activate and mobilize the most frequently utilized response functions • can respond to high impact events (earthquake, pan flu) • conduct planning across preparedness cycle • are engaged in the planning and response effort • implement and utilize WATrac • develop recovery plans • address the needs of vulnerable populations King County ESF-8 Strategic Plan

Environmental Assessment Findings –Communications Work Group Recommended Actions • Research and profile audiences and adapt content + distribution methods appropriately • Update communications plans and integrate with those of internal and external partners • Ensure communications staffing is adequate to implement plans • Update translation policies/procedures are updated and expand available resources • Use appropriate technology to meet the needs of diverse audiences (low tech, high tech and social media) King County ESF-8 Strategic Plan

Environmental Assessment Findings – Vulnerable Populations Recommended Actions • Preparedness capabilities should account for the range of needs experienced by vulnerable populations. • Public, private and nonprofit partners should actively leverage existing resources, new resource opportunities and partnerships to incorporate vulnerable populations issues into response plans. • Ongoing efforts must be made to improve regional coordination and role clarity. Environmental Assessment Findings –Partnerships Workgroup Recommended Actions • Strengthen partnerships by increasing clarity around roles, responsibilities, product/service expectations, and prioritization of efforts • Match partner expectations regarding leadership and coordination of ESF activities to sustainable resources • Require partnerships to demonstrate impact on addressing vulnerable populations planning • Plan to utilize CBOs and providers to help get messages to vulnerable populations King County ESF-8 Strategic Plan

Environmental Assessment Findings –Training and Exercises Work Group Recommended Actions • Identify desired competencies and standardize across healthcare sector partners • Conduct more frequent assessments of training needs • Emphasize cross training to develop depth in staffing and capabilities King County ESF-8 Strategic Plan

Strategic Goals • GOAL 1.0: Ensure the full capability to manage ESF-8 leadership responsibilities. • GOAL 2.0: Build the infrastructure to respond to the health consequences of all hazards. • GOAL 3.0: Engage in strategic partnerships to improve regional coordination and ensure response is equitable across all communities. • GOAL 4.0: Effectively monitor and influence policy trends to support emergency preparedness objectives. Strategic Goals • GOAL 5.0: Diversify funding and procure “sustainable” funding for core emergency preparedness responsibilities. • GOAL 6.0: Adopt a set of desired competencies and integrate training and exercise programs across sector partners. • GOAL 7.0: Build effective public information and organizational communications systems and relationships with community partners • GOAL 8.0: Increase ability to communicate effectively with vulnerable and underserved populations during emergencies. Next Steps • Finalize the Plan • Develop a communication strategy to educate and inform PHSKC staff and key partner agencies on our goals and objectives and how this will influence our work • Assist partner agencies with developing organizational or sector-specific plans using this plan as a guide • Seek opportunities to advance highest priority activities • Track progress King County ESF-8 Strategic Plan
