  4. Venue – UAE (1) • The United Arab Emirates is a constitutional federation of seven emirates; Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Qaiwain, Ras al-Khaimah and Fujairah. The federation was formally established on 2 December 1971. • The United Arab Emirates (UAE) occupies an area of 83,600 sq. km along the south-eastern tip of the Arabian Peninsula. Qatar lies to the west, Saudi Arabia to the south and west, and Oman to the north and east. The capital and the largest city of the federation, Abu Dhabi, is located in the emirate of the same name.

Accreditation and credentials • Accreditation (CV Art 31) • Accreditation of delegations sent by Member States to WCIT-12 shall be by means of written instruments signed by the Head of State, by the Head of Government, by the Minister for Foreign Affairs, or by the Minister responsible for questions dealt with during the conference. • Deposit of Credentials • Procedures for depositing credentials can be found in ITU Circular letter No. 84 dated 25 April 2012 and in WCIT-12 Document No. 2. • Member States are invited to deposit original credentials before the opening of the conference by registered letter to: The ITU Secretary-GeneralWCIT-12 secretariat (Credentials Committee) - Office T.1313ITU, Place des Nations, CH-1211 GENEVA 20, Switzerland • Credentials can also be deposited at the conference venue in Dubai, United Arab Emirates from 19 November 2012. • Additional information, including model instruments of accreditation, can be found on the WCIT-12 website: http://www.itu.int/en/wcit-12/Pages/participation.aspx#credentials

Agenda • WCIT-12 Document No. 1: http://www.itu.int/md/S12-WCIT12-C-0001/en • Council Resolution 1317, pursuant to Res 146 (Antalya, 2006) on the basis of proposals from Member States, taking into account the studies carried out during the preparatory process as presented in the final Report of the preparatory process conveyed by the Secretary-General to the Member States and submitted to the Conference, (WCIT-12), to take appropriate action with respect to the following items, which constitute the agenda of the Conference: 1 Opening 2 Election of the Chairman and Vice-Chairmen 3 Other administrative issues including requests for participation received from international organizations, observers, etc. 4 Discussion and decisions regarding the structure of the Conference 5 Introduction of the Report of the preparatory process 6 Examination of the outputs of the preparatory process 7 Examination of proposals from Member States 8 Discussion of the proposed revisions to the ITRs, as appropriate 9 Discussion of WATTC-88 Resolutions, Recommendations, and Opinion 10 Adoption of the Final Acts of the Conference, including revised ITRs and Resolutions, Recommendations, and Opinions, as appropriate 11 Determine the date of coming into force of the Final Acts of the Conference and, if necessary, on the provisional application of certain part(s) of the Final Acts 12 Closure (including signing ceremony)

Passport and Visa Requirements (1) • Every foreign national travelling to UAE must be in possession of a valid passport. • For complete details of visa requirements, participants are advised to consult the website of the Host Country at http://www.wcit.ae. Enquiries should be submitted electronically to: info@pearlofarabia.com. • If a visa is required, participants are requested to submit the request and official documents to UAE official authorities at: http://www.wcit.ae, preferably four weeks, but not less than three weeks, prior to travelling to UAE. The following documents should be submitted. Other documents may be required in certain countries: • a clear scanned electronic copy of a valid passport for at least 6 months after the date of entry into UAE; • a clear scanned electronic copy of passport-style colour photograph; • an ITU confirmation of registration (provided upon registration by ITU Secretariat) and Hotel booking confirmation; • a scanned copy of the front and back of a valid credit card (security deposit). If the hotel booking was done through the assigned PCO no security deposit will be required.

  28. Passport and Visa Requirements (2) • Provided all required documents are submitted correctly, visas are normally issued, by email, within seven to ten working days, i.e. an electronic visa will be sent to the applicant. Upon arrival in UAE (Dubai) all participants should present their electronic visa to the customs desk, collect their original visa and do an eye scan. Accordingly, all participants should present the original visa to the immigration desk. • Visas cannot be obtained through the ITU Secretariat. All inquiries should be addressed by email to: info@pearlofarabia.com

Passport and Visa Requirements (3) • The following Nationalities do not require visa to enter the UAE and can obtain the entry stamp upon arrival at Dubai International Airport:Ordinary passport: GCC residents, Andorra, Australia, Austria, Belgium, Brunei, Denmark, Finland, France, Germany, Greece, Hong Kong (China), Iceland, Ireland, Italy, Japan, Liechtenstein, Luxembourg, Malaysia, Monaco, Netherlands, New Zealand, Norway, Portugal, San Marino, Singapore, Republic of Korea, Spain, Sweden, Switzerland, United Kingdom, United States of America, Vatican. Diplomatic passport: GCC residents, Sweden, Netherlands, Germany, Italy, Spain, Luxembourg, Austria, Portugal, Switzerland, France, Greece, United Kingdom, Norway, Belgium, Cyprus, Turkey, Malta, Finland, Jordan, Egypt, Tunisia, Algeria, Morocco, Armenia, Azerbaijan, Thailand, China, Hong Kong (China), Malaysia, Singapore, Vietnam, Kazakhstan, Republic of Korea, Brunei, New Zealand.                 Special passport: GCC residents, Sweden, Netherlands, Germany, Italy, Spain, Luxembourg, Austria, Switzerland, France, Greece, United Kingdom, Norway, Belgium, Cyprus, Turkey, Malta, Finland, Egypt, Tunisia, Algeria, Morocco, Thailand, China, Hong Kong (China), Malaysia, Singapore, Vietnam, Republic of Korea, Brunei, New Zealand.

  31. Accommodation and Hotel Room Bookings (1) • Dubai, a busy cosmopolitan city, caters to many International events all year around. Participants are therefore strongly recommended to book their accommodation as early as possible. The Pearl of Arabia (POA), is the official agency designated by the host country to manage all hotel requirements for this event. A number of rooms have been secured at a range of selected hotels for the event participants and the participants can book hotels by using the online system booking which will guarantee you best rates and availability. • To reserve rooms in hotels recommended by the host country, participants are invited to book online through the agency designated by the host country at: http://www.wcit.ae. The rates of the Hotels include all applicable charges and municipality fees plus free internet and breakfast.

  32. Accommodation and Hotel Room Bookings (2) • Room confirmation will be provided within 48 hours of booking. Please note that hotel rooms cannot be booked through the ITU Secretariat. • All participants who book their hotels through Pearl of Arabia will be offered free transfer from Airport to hotels upon arrival and also from hotel to Airport upon departure. More importantly when delegates book at this rate they are guaranteed a pick up from the airport to their hotel and also every morning a shuttle service to drop them to the Conference Venue from their hotel and vice versa. • For additional information please email to info@pearlofarabia.com.
