  2. Project Focus • A business must meet at least one of the following criteria to be considered: • Proposes an upgrade in employee skills • Proposes an increase in employee skills and wages • Proposes training in portable skills • Is the focus of business retention efforts

  3. Performance Outcomes • Employee Related Outcome Measures: • Increases skill levels of trained workers • Increases wage levels of trained workers • Employer Related Outcome Measures: • Averts a layoff • Lowers employee turnover • Increases the profitability of the business • Enhances the competitiveness of the business • Avoids business relocation or consolidation that results in a loss of local jobs

  4. Allowable Activities • Occupational skills training • An assessment device under the Customized/Incumbent Workforce Development Program

  5. Requirements for the Business • The entity must be a business • Not-for-profit businesses that are engaged in commerce are eligible • The emphasis will be on making customized training investments in high growth/high value industries

  6. Requirements for the Business (cont.) • Business facility to be located in the Alameda County Workforce Investment Area • Businesses must be stable • Business must be current on all tax obligations

  7. Requirements for the Employees • Training for new hires or incumbent workforce • Training for full-time employees • Employees must be considered permanent

Requirements for the Employees (cont.) • Funds awarded will be expended on program activities for the Alameda County Workforce Investment Area (ACWIA) • Employees must meet all the WIA formula funds eligibility requirements of the (ACWIA) • Ability to serve employees who have not been enrolled into WIA and are not case managed

  9. Entities not Eligible to Apply • A training provider • A labor union • A governmental entity • Local Area administrative entity • Community based organizations • Educational institutions

Workforce Investment Act Eligibility Requirements To qualify for Intensive Services under Title I of the Workforce Investment Act you must meet the following eligibility criteria: You must reside in Alameda County (Outside of Oakland) You must be a citizen of the United States or be legally authorized to work in the United States. Documentation: You will be required to provide documentation of your status. If you are a male, citizen or non-citizen born after December 31, 1959 you must be in compliance with Selective Service Registration Requirements. Documentation: You may need to provide documentation of your status-or-we may be able to verify your status on-line.

  11. Eligibility Requirements continued: You must meet the eligibility requirements for one of the five targeted populations: Laid-off due to a plant closure Laid-off worker Previously self-employed Displaced homemaker Low income Documentation: You will be required to verify your eligibility for one of these 5 categories

  12. Eligibility Requirements continued: You must have a Social Security Number Documentation: Your Social Security Card. The employee’s hourly wage cannot exceed $24.50 per hour
