  4. eManifest Systems Deployment eManifest systems are being deployed by client type: • Highway carriers • The CBSA completed the deployment of electronic systems for highway carriers to transmit cargo and conveyance data in 2011 with: • Electronic Data Interchange (EDI) systems deployed on October 31, 2010, and • the eManifest Portal launched in August 2011. • eManifest requirements for highway carriers to transmit advance cargo and conveyance data are mandatory beginning November 1, 2012. • Rail carriers – The CBSA deployed EDI systems for rail carriers to transmit cargo and conveyance data in May 2012. • Freight forwarders – Freight forwarders will be able to transmit house bill / supplementary cargo data in March 2013. • Importers – Importers will be able to transmit advance trade data in July 2014.

  5. eManifest – Before the BorderTime frames for submitting advance information Marine Air Rail Highway The CBSA will validate data, risk assess the shipment and make a release/ refer recommendation prior to arrival of the shipment in Canada. Carriers will provide electronic cargo, conveyance and crew/passenger information as follows: Cargo: 24 hours prior to loading or arrival depending on type and origin of goods Conveyance/Crew: 24 or 96 hours prior to arrival 4 hours prior to arrival or at time of departure 2 hours prior to arrival 1 hour prior to arrival Freight forwarders will provide electronic house bill / supplementary cargo data as follows: 24 hours prior to loading or arrival depending on type and origin of goods 4 hours prior to arrival or at time of departure 2 hours prior to arrival 1 hour prior to arrival Importers will provide electronic importer data as follows: 24 hours prior to loading or arrival depending on type and origin of goods 4 hours prior to arrival or at time of departure 2 hours prior to arrival 1 hour prior to arrival

Perimeter vision update: Harmonized ATD • Perimeter vision committed to harmonized to the greatest extent as possible with a common approach to perimeter security. • All data elements were reviewed and no new data elements identified. • CBSA will not be changing their approach to advance trade data.

  8. eManifest – Before the BorderTransmission options • Clients can choose between two options for electronic data transmission: • Electronic Data Interchange (EDI) mechanisms • eManifest Portal • EDI mechanisms are recommended for high-volume carriers. • The eManifest Portal was designed primarily for small- to medium-sized businesses. 13

  9. eManifest – Before the Border eManifest Portal (cont’d) The eManifest Portal provides many self-serve functions including the ability to: • securely transmit trade data to the CBSA • confirm receipt of information • verify status of the trade data, whether it is transmitted through the eManifest Portal or by EDI • receive system messages from the CBSA updating users on important information related to their cross-border carrier activities • access online help and reference material. Business Requirements: • There are two types of accounts in the eManifest Portal – the Business Account and eManifest Portal User Account. • Each person who works in the eManifest Portal must first set up an eManifest Portal User Account. • The Business Account is set up by an authorized representative of the business, called an Account Owner. They will need a valid carrier code and ‘Shared Secret’.

  11. eManifest – At the Border • Before goods arrive at the border, the CBSA must have received and validated the electronic pre-arrival data within the prescribed time frames. • Upon arrival at the border, the CBSA officer will review the pre-arrival risk assessment recommendation, conduct standard queries and make a final decision on whether to authorize the cargo and conveyance to proceed into Canada or to refer for further processing. • Shipments identified as being high or unknown risk in terms of national security, national public safety and contraband will be examined at the First Point of Arrival (FPOA). • All other examinations may be conducted at an inland CBSA office or approved inland destination.

  12. eManifest – After the Border Compliance monitoring • A compliance management framework has been implemented to ensure compliance with eManifest requirements. • The framework is designed to: • Verify client compliance with eManifest requirements (i.e. prescribed time frame, prescribed manner and accuracy). • Provide educational support to all clients. • Work on the premise that clients will voluntarily comply if they understand their obligations and if it is easy to do so.

  13. eManifest Client support To support trade chain partners with the implementation of and compliance with eManifest, the CBSA provides client support by e-mail and telephone. The Border Information Services (BIS) provides telephone support to clients with eManifest policy and operations related questions. An eManifest Help Desk provides e-mail support on eManifest-related questions about policy or changes to processes at border crossings. The eManifest Technical Support Unit (TSU) provides highway carriers with telephone and e-mail technical support on EDI and Portal transmission options. Compliance monitoring provides early adopters with feedback to allow clients the opportunity to fix problems prior to mandatory program requirements.   14. eManifestNext steps The CBSA will: • Continue to conduct EDI systems testing with highway carriers and / or their service providers. • Continue to raise awareness and understanding of eManifest requirements through communications and outreach activities with stakeholders. • Continue to prepare for the deployment of future eManifest systems. • Hold ongoing consultations with stakeholders to work through any outstanding issues.
