Miami UniversityUpdates to Civil Service Rules House Bill 187 • HB 187 gives Ohio public colleges and universities the opportunity to adopt their own civil service rules • Rule updates provide the opportunity for effective and efficient business practices • Will be conducted in an incremental and open manner • Shared with other four-year public universities (IUC)

  5. Miami UniversityUpdates to Civil Service Rules Opt Out Language Summary of Changes: • Lists which portion of Revised Code are being replaced. • Since Administrative Code is the interpretation of Revised Code, that is replaced as well.

Miami UniversityUpdates to Civil Service Rules Vacation: Overview • Document current practices: • Employees earn and use vacation during first year of employment. • Vacation earned on pro-rated basis – based on 80 hours in active pay status • No payout if an employee leaves during first year of employment.

  8. Miami UniversityUpdates to Civil Service Rules Vacation: Overview • Eliminating the 40 hour milestone allocation (manual process) • Increasing the accrual to start one year in advance • Years of ServiceBi-weekly Accrual • 0-6 3.10 hours • 7-13 4.62 hours • 14-23 6.16 hours • 24+ 7.70 hours

  9. Miami UniversityUpdates to Civil Service Rules Vacation: Overview • Higher accruals begin in the pay period immediately following milestone. • No change to maximum accrual (3 year limit) • No change to prior state service counting towards years of service

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • University may elect to move the following holidays: • President’s Days • Columbus Day • Veterans Day • Veterans Day will be moved to winter break • If a holiday falls on Saturday or Sunday, University can move to either Friday or Monday.

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • Employees normally scheduled to work 40 hours per week receive eight (8) hours of holiday pay. • Employees normally scheduled to work less than 40 hours per week will receive holiday pay based upon the number of hours they normally would have been scheduled to work. • Employees who work on a holiday receive their holiday pay, plus time and half for all hours worked.

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • Employees will not receive holiday pay if: • They have an unexcused absence the work day before or after the holiday • Are not in active pay status the work day immediately preceding the holiday (furlough is an exception). • The employee is scheduled to work on a holiday and has an unexcused absence.

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • University will reasonably accommodate requests for leaves of absence or vacation expressly for the purpose of engaging in religious observances. • Employees should contact HR if they are wrongfully denied request for time off for religious observances.

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • Standard work week begins on Saturday and ends on Friday. • Employees in active pay status for more than forty hours in work week, entitled to overtime – may elect comp time. • If an employee works unapproved overtime, the supervisor must pay the employee for the time. • Employees who work unapproved overtime may be disciplined.

Miami UniversityUpdates to Civil Service Rules Holidays, Work Week, Comp & Over Time: Overview • Comp time is granted at time and a half basis. • Employees may accrue a maximum of 240 hours. • Police Officers may accrue a maximum of 480 hours. • Comp time may be used in the week following the accrual. • If an employee wants to use comp time, it must be preapproved.
