soLUTiONs’ Priorities • Locations • The Town Centre – focusing on night time economy related offences, shoplifting in The Mall and theft from a motor vehicle • Neighbourhoods adjacent to the town centre (South, Dallow, High Town and Biscot) – focusing on burglary, violent crime, ASB and theft from a motor vehicle • Offenders • Offenders aged between 15 and 19 years (including re-offenders) across Luton • Victims • Prevention and support to vulnerable victims – focusing on elderly burglary victims, the victims of ASB and the victims of domestic abuse across Luton • In addition we have three borough wide cross cutting priorities – reducing the fear of crime and building public confidence, drugs and alcohol and reducing re-offending.
ASB - Definition • “Acting in a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household” (section 1(1) (a) Crime and Disorder Act 1998)

A new approach to tacklinganti-social behaviour • Background • The BESST project was established to identify ways in which soLUTiONs can improve its service to the public around how we tackle ASB • The research stage of the project included: • Holding workshops with victims of ASB • Engaging with practitioners • Analysis of current practices to tackle ASB • This resulted in a 15 point recommendation plan
Managing cases – the new approach • Multi-agency team to provide a specialist case management service to victims of ASB • Co-located • Operate under a single brand (soLUTiONs) • Adopt common procedures and practices • Victim centred process
Anti-social behaviour action conference (ASBAC) • The ASBAC will focus on local agencies working together to: • Ensure the safety and wellbeing of the victim is sufficiently addressed • Ensure action is being taken to improve and reduce the ASB
