  4. Legal rules must be abstract and general Laws must not be specific to particualr persons or specific acts of particualr persons.

  5. Legal rules must be prospective and stable Legal rules must be open, and clear. one cannot be guided by a retroactive law, or laws that are not published.

  6. Legal rules must be accompanied by sanction Sanction enforced by the competent public authority . Sanctions are of different kinds: - Criminal , e.g. imprisonment - Civil , e.g. compensations - administrative, e.g. disciplinary measures.
