US Bank/USDA Zero Tolerance Policy • The card shall not be used for travel related expenses for NON-USDA reimbursed travel, or for non-government related identification purposes. • Prohibits unauthorized charges and charges not associated with official travel, including use of card for personal items, or by family members. • Prohibits using card while not on official travel, or in the vicinity of the duty station. • Smart Pay II contract specifically prohibits use of the travel card within the vicinity of the official duty station • Exceptions: Cash advances at local ATM’s no more than 3 days prior to travel

  14. US Bank/USDA Zero Tolerance Policy • Use of card is required while on travel • Failure to use card for authorized purposes while TDY is a violation of USDA policy.

  15. US Bank/USDA Zero Tolerance Policy • Prohibits shared use of the card with another employee for official travel purposes. • Prohibits account delinquency beyond a 31+ day period. • Delinquency Period Starts at Beginning of Billing Cycle, Not at Payment Due Date. • Time between beginning of billing cycle and payment due date is a “grace period.” • Missed Payment Due Dates bring the delinquency “Clock” back to the date of the billing cycle. • Must pay accounts with sufficient funds; reports of NSF by US Bank is a violation of policy.

  16. US Bank/USDA Zero Tolerance Policy • Government-issued travel reimbursements must be used to pay US Bank bill. • Prohibits excessive cash advances (ATM withdrawals), or cash advances not commensurate with official travel. NOTE: Once US Bank cancels an Individually Issued Travel Card because of non-payment, misuse, or abuse, the card will NOT be reinstated for any reason. USDA will not ask US Bank to reissue a card when the traveler has lost privileges due to non-payment, misuse, or abuse.

  17. USDA Office of Ethics • Misuse of position - Property {5 CFR 2635.701-705} Though not technically "government property," you are prohibited from using the contractor-issued U.S. Government travel charge card for other than reimbursable travel expenses outside of your permanent duty location.

  18. Ethics Rules Regarding Misuse of the Government Travel Card Intentional use of a travel card for non-approved purchases is a violation of a legitimate government contract and may subject the cardholder to disciplinary action and/or criminal penalties.
