  2. Our Redesign Efforts • UM System eLearning Initiative • eFellows program began 09-10 • Currently in our 3rd cohort • eLearning Community of Practice • UM System funded online course development mini-grants Spring 2010 • Missouri Course Redesign Initiative (NCAT/NGLC)

Who is Missouri S&T? • Focused on STEM fields, with over 20 different degree programs in science or engineering. • We are traditionally a residential institution located nearly 100 miles from the nearest large airport. • While we offer the Blackboard LMS, its use is not mandated. Faculty are free to decide whether to use the LMS or not.

  4. Missouri S&T Faculty • 25% speak English as a second language • Faculty are experts in their field; research is often 1stteaching is often 2nd. • We have a small faculty community • < 400 full-time faculty • 75% of faculty are tenured or tenure-track

  5. Missouri S&T Students • Incoming freshmen > 1100 • 70% of students from Missouri • 5% of students from outside US • a 63% increase over 10 years ago • Female student population <25%

Now What? • Are we expected to CC for every video? • Could we get sued if we don’t CC video? • Who has time for this? • It is expensive to purchase CC service! • How do you accurately CC to be ADA Compliant? • If there isn’t a known disability in a class, is CC required? • Would CC videos help others?

  24. With UDL in mind, videos with closed captioning is a feature that can help a large population of students to meet a variety of needs.

  25. How Many Americans Use ? • 95 million use captioning. • 28 million are hearing impaired. • 30 million are ESL • 27 million are improving their literacy skills. • 10 million are children learning to read. • Over 31% of the population uses closed captions to watch TV.

Can help in learning? • Research on using captions for instruction has shown that that using text captions with audio and video helps student motivation, vocabulary, and reading comprehension. • The number of captioned educational videos is very small, totaling less than 15% of the number available for purchase. • ClosedCaptioning.net

Recent History of • 1990 The Americans with Disabilities Act (ADA) • 1991 The Television Decoder Circuitry Act • 1993 required all analog TV to have CC display • 1996 The Telecommunications Act required CC on digital TV by 2002 • 2010 U.S. TV programming required Spanish CC • 2010 Twenty-First Century Communications and Video Accessibility Act HDTV-on/off CC on remotes or signal required of broadcasts redistributed on the web.
