  3. MTOC Proposal • Require SAC-A certification for all DOA Buyers & Approvers • Consolidate and replace 8 courses with 5 courses • Replace custom courses with commercially available courses • Reduce course content overlap, cost, & training time

  4. Continuous Learning Points (CLPs) • Current training structure (8 courses) has no continuous learning requirement • Acquisition Certifications (SAC-A) include built-in requirement for continuous learning • CLP requirement provides opportunities for filling skill and knowledge gaps, e.g. • Basic Contracting for GSA Schedules (FAC 023) • ID/IQ Task and Delivery Order Contracting • Socioeconomic issues, etc.

  5. New Buyer Acquisition (Systems) Course • Decouple acquisition policy from NBS hands-on system training • Require acquisition policy coursework as a prerequisite to new systems course (Buyer Acquisition)

  6. Mentoring “Tell me and I forget, teach me and I may remember, involve me and I learn.” -Chinese proverb • Learning will be supported through coursework, hands-on, and mentoring opportunities • Sr. acquisition officials can get continuous learning points for mentoring Jr. acquisition staff

  7. Proposed DOA Training Progression SAC-B FAC-C Training Eligible for SAC-A (when additional experience & performance rqmts. met) Eligible for provisioning as a Purchasing Agent/NBS PRISM “Buyer” Purchase Card Training: Micro-purchases OL - Online CR - Classroom
