  1. Freedom Movement inBaluchistan – its Relation to Regional and Global Security Munir Mengal ACA

  2. United Nations Charter: • Self-determination: • Chapter 1, Article 1, part 2 states that purpose of the UN Charter is: “To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace.” • Article 1 in both the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR). Both read: “All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.” • The United Nations Universal Declaration of Human Rights article 15 states that everyone has the right to a nationality and that no one should be arbitrarily deprived of a nationality or denied the right to change nationality. • However, the charter and other resolutions did not insist on full independence as the best way of obtaining self-government, nor did they include an enforcement mechanism • My take is this that we shall first of all analyse that whether Baloch freedom struggle falls under the scope of self-determination or not? • Because until and unless our own opinion and knowledge is not clear about the Baloch Freedom struggle then how any one can expect that these anticipations and forecasts will project the realities about the Baloch future? Munir Mengal ACA

  3. UNPO stand • Self-determination: • Whereas the right to self-determination is enshrined in the United Nations Charter, the International Covenants on Civil and Political Rights, the International Covenant on Economic, Social, and Cultural Rights, and the UN Declaration on the Rights of Indigenous Peoples, its implementation should be based on its broadest and most comprehensive understanding; including autonomy, devolution, and power-sharing, and federalism in all its forms, rejecting thereby a narrow focus and charges of secessionism. • And we shall consider this fact that Free Balochistan Flag has been already accepted by UNPO on the basis of analysing the free will of Baloch people. • So, with respect to Baloch issue their free will is obvious that is only and only freedom. Munir Mengal ACA

  4. Balochistan Issue: • The Balochistan Issue, involving the life and future of the Baloch people and of the Balochistan land, has been the root cause of tensions since 1948. Its settlement is an indispensable condition for peace and stability. More than Fifteen million people of the Balochistan will not be denied their right to freedom. They seek nothing more than the sovereignty, integrity and independence of their land from the Pakistani Fascist army and of the Punjabi colonization. Their right of freedom from the Punjabi colony cannot lapse. Passage of sixty-two years has only compounded the tragedy of the Balochi people and prolonged their travail. • According to the reliable reports thousands of Balochis have sacrificed their lives since 1948 against the aggression of the occupied forces. Thousands more have been tortured and maimed or disappeared. The massive human right violation in Balochistan, and the repression and brutalities perpetrated on the Balohi people by occupation forces are a grave crime of state terrorism. Munir Mengal ACA

  5. Characteristics of Baloch struggle: • Political Struggle: • Baloch Mass is asking for complete independence and nothing less then that. And freedom is the main political slogan of all Baloch Nationalist Parties. The turnover of 2008 Election in Balochistan was 28% as per the Govt. statics but it was claimed to be nearly 12-14% by Baloch political and media sources. All Baloch Nationalist parties were boycotted from election. As most of them claim that parliamentary politics worth's no means for Baloch Issue. BNF a coalition of six Baloch parties has clearly expressed that our struggle is for our Independence. And nothing less than Independence is acceptable to Baloch Nation. Our all these sacrifices are for our core objective of getting Independence. • Economical Struggle: • Baloch are striving economically since 1948. The development plans of Balochistan are so designed that Baloch from every sphere of life think that these plans are just for the looting of the Baloch resources. Instead of benefiting the Baloch nation, Baloch people and Balochistan. Therefore Two Nation economic theory with its distinctive characteristics is visible. Leaving the main factors of local employment, financial rooting of transactions, taxes, industry and market development, etc. even the basic factor of ‘’ • “Multiplier impact’’ has been paralysed in all the development projects of Balochistan. So until now not a single economist , business man has said that projects like, Sui Gas, Sandak project, Hub Power Plant and coal and marble mining etc projects have been developed for the benefit of Baloch people. Munir Mengal ACA

  6. Characteristics of Baloch Struggle: Pakistani Fascist Think Tanks: • The Strategic Think Tank of Pakistan in its meeting on September 2008 under the chairman ship of shireen Mazari showed the following data about the sentiments of the Baloch people. • Because of the above stated scenario they advised the govt. to apply alternative political and tactics to combat the Baloch freedom struggle. • Baloch Sarmachars are proceeding towards victory in every sphere of struggle because of their deeply rooted win-win strategy. Munir Mengal ACA

  7. Characteristics of Baloch Struggle: • Following is the data of the research conducted at Quetta, Kalat, Kharan and Turbat districts by Baloch Voice focusing on educated Baloch people showing their free will. One to one meeting, and telephonic conversation were used as communication sources for the research. • T Munir Mengal ACA

  8. Baloch struggle is for liberation • Conclusion: • I want to clarify this fact and as per my point of view “It doesn’t matter what you know and think, it doesn’t really matter what you say – results in tough times and in National Struggles come down to one thing and one thing alone – what the people want. What the Baloch people and their representative organisations actually do – each and every day. Everything else is just noise.” • In a disparate attempt to undermine and suppress Balochistan Freedom Movement, to name it as a movement for provincial autonomy, or self-determination etc . Such propaganda did not carry credibility in the past. It cannot do so now. It is familiar to all those who have won freedom after protracted struggle against colonialism and foreign occupation. • Here is a basic guide line for analysing the Baloch independence struggle by following the RAW assessment and implementation procedure:R: Relevant techniques for assessing the realities, in their true context, and the on-going independence struggle and the post independence situationA: Actionable and achievable step-by-step plans for confidence and relationship building with the Baloch leadership and with the Mass for human rights protection and for future prospects. W: Winning emotional intelligence strategies for freedom of expression. • Long live Baloch Freedom Movement Munir Mengal ACA
