  3. 1. Purpose To brief the Portfolio Committee on the training of IPID Investigators in the 2015/16 financial year.

  4. 2. Introduction (1) • The Directorate is mandated by the Skills Development Act of 2003 and the Directorate’s Human Resource Development (HRD) and Workplace Skills Plan, among other pieces of legislation and plans, to make provisions for the skilling and capacitation of its workforce. • As such, the Directorate’s Training Plan (2015/16) was developed for implementation in the year under review. • (c) However, due to budgetary constraints, the Training Plan (2015/16) was re-prioritised in July 2015 and priority was given to critical skills such as in the area of “investigations”.

Introduction (2) • The Directorate’s “Investigator Recruitment” drive aims to ensure that we recruit investigators with a “Basic Detective” course and “Resolving of Crime”. • The budgetary implications of the re-prioritized Training Plan • (2015/16) amount to R 1 267 853. • The Directorate engaged with the University of Pretoria for • training of 28 investigators on “ Systemic Corruption” at an • estimated cost of R 434 700, thus, constituting 34% of • the re-prioritised budget (R 1 267 853).

Introduction (2) • A total of 20 investigators have been sent to Paarl College of Police for training on “Detective Commander Leadership Programme- DCLP” since the beginning of 2015/16 financial year. Further training to one (1) investigator has been provided in the area of “Resolving of Crime” in the year under review (2015/16). • This is in addition to a total of fifty-one (51) Senior and Principal Investigators who were trained in National Diploma on Policing offered by HJN at a total budget expenditure of R 570 894 since 2012/13. (Please refer to Annexure B) • Furthermore, based on the implementation of the Directorate’s Bursary • Scheme, a total of four (4) investigators are currently studying towards LLB • Degree since 2012/13 while on the other side, one (1) Deputy- Director • (Investigation) who is in middle management attended an “Advanced • Management Development Programme" offered by the National School • of Government (NSG).

  15. 4. Implementation of Learnership Programme: 2015/16 • Each province has been allocated one (1) learner for investigations on a two year contract. • The ideal is to absorb them into the system and develop them further in basic resolving of crime and advanced detective training.

  16. Report on Training of Investigators since 2012/13 (a) The Directorate further conducted training on various areas highlighted in Annexure A.

  17. 4. Challenges & Corrective Measures (1) The Directorate acknowledges slow progress on the training of investigators (b) Some of the reasons for slow progress include budgetary constraints and inability of training institution s to customize training according to IPID’s needs.

  18. 4. Challenges & Corrective Measures (2) • Corrective measures in response to the above include: • Submission of IPID’s Training needs to SASSETA for funding considerations. • Engaging with academic institutions (such as University of South Africa (UNISA) and University of Witwatersrand (Wits)) to customize investigator training to suit our needs. • Engagements with the FBI National Academy on accreditation of the Training Manual that was developed for IPID. • Consideration of SAPS training proposals in various investigation areas (such as “Firearm Training”, “Statement Taking”, “Human Rights in Policing”, “Evidence Management”, to mention just a few).
